Downing Street, 12th July, 1916. WITH reference to the letter from this Department of the 21st June,* rela- tive to the store buildings in Penang partly owned by M. R. Sturzenegger, I am directed by Mr. Secretary Bonar Law to transmit to you, to be laid before the Secretary of State for Foreign Affairs, the accompanying copy of a telegram† from the Governor of the Straits Settlements in the matter; and to say that, if there is no objection, Mr. Bomar Law proposes to approve the proposal of the Governor of the Straits Settlements that the buildings in question should be sold by auction.

COLONIAL OFFICE to BOARD OF TRADE.

Downing Street, 15th July, 1916.
I AM directed by Mr. Secretary Bonar Law to enclose, for the consideration of the Board of Trade, a copy of a telegram‡ which has been received from the Governor of the Straits Settlements, outlining a proposal to realize all property in the Colony belonging to enemy subjects and to invest the proceeds of realization in Exchequer Bonds.
2. Subject to the Board's concurrence, Mr. Bonar Law proposes to reply in the terms of the draft telegram§ a copy of which is also enclosed.
3. I am also to transmit, for convenience of reference, copies of the various Ordinances referred to in the Governor's telegram and the proposed reply.
4. I am to explain that the Circular despatch¶ referred to in the draft telegram is one which Mr. Bonar Law is addressing to all the Crown Colonies and Protec- torates, explaining the procedure adopted in this country under the Trading with the Enemy Act, 1916, as set out in the Board of Trade letter of the 19th June and earlier correspondence.
