The Rose Line, Limited, having resigned their management, the two schooners remaining to them have been transferred to Messrs. Hannan, Samuel, and Com- pany. There is no other change in the managers to record.
7. Finance. This branch is entirely under the Accountant-General of the Navy, whose officers make periodical audits of all the managers' books. Shipping profit and loss accounts are always difficult to prepare within a reasonable time owing to outstandings which cannot be squared off promptly, and as the Accountant- General's statements are made up to the 30th September and 31st March, it is not possible to give the figures up to the end of the year. It is understood, however, that the audited accounts up to the 30th September show profits of £773,289 for the interned steamers, £87,883 for the prize steamers. The hopper barges had not come into bearing at the date.
The audit of all the managers' accounts of the sailing ships to the 30th September is not yet completed; in any case, after providing for the very heavy insurance charges, it seems likely that the balance will be negligible, even if a loss in account is avoided. The sailing fleet was hardly expected to be a very paying venture and such will, it is thought, prove to be the case.
8. Coal Statistics. The upkeep of the figures dealing with these matters forms an important part of the daily routine of the London office, and involves considerable correspondence. In view of the weekly reports issued, however, assume it is not desired that I should say much on the subject in the present report. The maximum stocks in 1916 rose to 1,269,114 tons, as against 1,287,630 in 1915. We close the year with 965,695 tons, or 55,089 tons less than on the 31st December, 1915, the whole of which may be practically put against one of the largest of the coal companies which failed to build up reserves last summer to the extent secured by them in 1915. There is some anxiety at the moment regarding the near future of some of the undertakings (it seems to be a chronic condition at this season!), but it is hoped that any breakdown will again be avoided.
I have made reference to sea-borne supplies in paragraph 5, and as regards rail-borne supplies I need only mention that, in spite of shortage of wagons and locomotives, the drain on personnel. and the exigencies of military and naval traffic, the railway companies have served London well, and brought more coals to London in 1916 than they did in 1915.
I continue very frequently to trouble the Railway Executive Committee with all sorts of references, and would again record my grateful acknowledgments to Major Szlumper and the members of his staff for the prompt help they have invariably given in the emergencies which have arisen, and for the courtesy with which they have attended to all my numerous inquiries.
9. I have no change to report in the personnel of my staff, which still consists of Mrs. Metten and Miss Westrop, both of whom are well acquainted with the routine of the office, and afford me every assistance.

IN regard to the attached charters* for these vessels, dated 1st March, 1916, for the carriage of hardwood from Western Australia to South Africa, it is under- stood that the rates named therein are provisional (being based on an estimate of the expense hereinafter set out), and that the amount to be paid in respect of the freight is to be the actual expense of running the steamers. This cost is to be ascer- tained and settled without appeal on either side by Messrs. Spain Brothers, chartered accountants, and is to be made up on the following basis:

(1) The Hamm is to be taken over at Durban after the completion of the fifth voyage under charter-party dated 27th September, 1915, and is to be redelivered at Durban after the completion of the voyages provided for in the new charter dated
1st March, 1916.
(2) The "Apolda " is to be taken over at Durban after the completion of the fifth voyage under charter-party dated 19th November, 1915, and is to be redelivered at Durban after the completion of the voyages provided for in the new charter dated 1st March, 1916.

(3) The Expense Account is to bear all cargo charges paid or payable by you, port charges, coals, wages, provisions, stores, drydocking as may be necessary, upkeeps and repairs, together with insurance on the hull on the "Hamm " (valued at £74,500) and on the "Apolda" (valued at £44,000), until expiration of present policies at June next, and after the dates of said expiration, at the value of the "Hamm," of not exceeding £100,000, and the Apolda," of not exceeding £80,000, against all risks (except war risks), including full R.D.C., no franchise, protection and indemnity and small damage risks, also employers' liability and workmen's compensation risks, also any insurance on freight at risk; also any general average or other charges on ship and/or freight not recoverable on policies, and all com- missions and discounts payable under the charter and five per cent. managing commission to the Federal Steam Navigation Company, calculated on the total expenses of the voyage. The said expenses run from time of taking over as above until redelivery as above, and the intention of this clause is that all expenses of whatever kind during the said period shall fall upon the Expense Account.
(4) On the actual expenses of the voyage being ascertained, any amount of freight paid in excess of the expenses shall be forthwith returned to us, for the account of the Government of the Union of South Africa, and if freight paid shall be less than the total expenses already paid, we undertake, on behalf of that Government, to pay over to you the balance.
(5) These vessels have been chartered by us from Western Australia to South Africa for the express purpose of carrying cargo for the Government of the Union of South Africa, and we undertake that no other cargo shall be carried except with your full consent, and, in the event of such other cargo being carried, it is agreed that the rates of freight on the same shall be the current market rates, but in no case less than the rates named in the charter-parties of this date.
(6) Instead of the vessels returning in ballast from South Africa to Western Australia, as provided in Clause 23 of the charter-parties, the steamers may, with the consent of the Government of the Union of South Africa, carry return cargoes (either part or full) from South Africa to Australia at current market rates, always provided that they shall not be so engaged unless the amount of freight to be earned on the return voyages is estimated to more than cover the additional expense incurred through carrying these return cargoes, and further provided that any such freight earned shall be carried to the credit of the Expense Account so as to reduce the amount to be paid by the Government of the Union of South Africa in respect of the freight on the timber carried from Western Australia to South Africa, as provided for in this letter.
