MINUTES.

13. Bellas." The Committee approved the payment to the Canadian Govern- ment of the sum of $4,411-40 incurred by the Marine Department in fitting out the vessel. The Assistant Paymaster-General was to be asked to see that no sums paid by the Canadian Government were included in the captain's account for the voyage. 14. Rajaburi."-The Committee considered a report from Commander Taylour with regard to the survey account of $1,490 received through the Hong Kong Government. It was decided that this sum might now be reimbursed to that Government.

15. Insurance of Ships.-The Committee approved the payment of £242 2s. 4d. to Messrs. Glanvill, Enthoven, and Company, in respect of the premium for the insurance of the following detained ships, while laid up in port:-"Bellas," "Olinda,"

Athene," "Ernst," and Suzanne Vinnen."

16. Crown Agents' Expenses.-The Committee approved the payment of £1 10s. 2d. to the Crown Agents for the Colonies in respect of Mr. Holt's disbursements for telegrams and telephones.

THE ONE HUNDRED AND TWENTY-EIGHTH MEETING of the Committee was held at the Colonial Office on Monday, the 18th of September, 1916, at 5.0 p.m.

2. 8.8. 'Nicolaos.”—The Secretary reported that the ship had been handed over to Messrs. Moss on the 12th September, and the Committee decided that, in view of the risk of loss involved and the smallness of the sum to be saved, it was not desirable to make any advance payment to the Greek part-owner, and the resolution to that effect referred to in the minutes of the previous meeting was varied.

3. S.U. Yawry."—(1) The Committee confirmed the action taken by the Secretary in agreeing the date of sale with Messrs. Lachlan and Company for the 12th October.

(2) The Committee considered a letter from Messrs. Clarkson and Company protesting against Russian purchasers not being admitted to bid at the auction. The Committee decided that this letter should be referred to the Foreign Office.

4. s.s. "Istria." The Secretary reported that the Egyptian Prize Court had accepted the Hong Kong and Shanghai Bank's account and sanctioned a charge of £45 118. 2d. in respect of Messrs. Catzeflis and Booth's account.

5. Ships managed by Grahams and Company. The Secretary reported that Messrs. Grahams stated they had paid a further £27,000 into the account of the Egyptian Prize Court, bringing up their total payments to this account to £235,000.

6. s.s. "Helios."-The Secretary reported that this ship had been put into the Prize Court in the United Kingdom, and that he had applied to the Foreign Office and the Procurator-General to ascertain whether there was any objection to her being requisitioned for use in the coasting trade. No reply had yet been received from the Foreign Office, but the Procurator-General indicated that the case was one which presented difficulty.

7. Steamships Hamm" and " Apolda."-The Committee considered a tele- gram from the Governor-General of South Africa asking that the Union Govern- ment might be allowed to use these ships for two further voyages at the conclusion

of those already authorized for the carriage of sleepers. They decided that there was no objection to the continued use of these ships by the Union Government, but that it would be better only to make arrangements for one voyage at present.

8. 8.8. "Diana."-The Committee considered a despatch from the Governor- General of Nigeria asking that the charter of this ship to his Government might be extended until the end of the War. The Committee decided that this request might be granted, but that the charter party should reserve to them the power to fix the date for the conclusion of the charter party.

9. s.s. "Erymanthos"-Railway Material.-The Secretary reported that three boilers forming part of this consignment were missing, and it had been ascertained that they had been detained by the military at Malta. The Committee decided to await the replies to communications which had been addressed to the Governor of Malta and the War Office.

10. $.8. Edna."--The Committee read correspondence which had passed between Trinity House and the Admiralty Marshal on the subject of the light dues for this vessel. The Secretary was instructed to ask the Admiralty Marshal what were the grounds for his statement that he would pay light dues in a case of this kind.

11. S.D. Terpsichore."-The Secretary reported that a claim had been made by Mr. A. Jagoe, of Schull, County Cork, for services rendered to this vessel when ashore off the Irish coast, and he was instructed to get particulars of the charge from Mr. Jagoe and refer the matter to Messrs. Thomas and Company.

12. s.s. "Kalymnos."-The Committee considered Mr. J. C. Young, who had brought this vessel from Malta, as master, for a an application from gratuity. The Secretary was instructed to refer the application to the Managers. 13. 8.S. Seattle." The Committee considered a letter from the Admiralty Coasting Trade Office stating that as the difference between the original stores on board this vessel and those on board at the date of her transfer to the Transport Department was so small it had not been thought necessary to make a valuation or adjustment. They approved the action taken in this matter.

14. s.v. "Hermann."-The Committee approved the action taken by Colonel Leslie in directing the managers to obtain the best bargain they could for the wreck of this vessel.

15. s.v. "Llandaff."-The Secretary reported that the Protection and Indemnity Association had offered to make a further refund of £25 148. 3d. in respect of the premium on this vessel during the fifty days prior to her being posted as lost.

The Committee decided to accept this offer and sanctioned payment to Messrs. John Stewart and Company of £41 38. Ild., being the balance of their

account.

16. $.5. Emir"

Shortages. The Committee approved a letter which the Secretary proposed to write to the Assistant Paymaster-General agreeing that the items short-delivered, other than the shortage in the 4,331 bags of maize, which was otherwise accounted for, should be written off.

17. S.S. Australia." The Secretary reported that Messrs. Walker had accepted the offer of £300 in settlement of their claim for damage done to their slipway, and that the Government of Ceylon had paid this amount to them. It was decided that the Government should be reimbursed in the ordinary way.

18. 8.5. "Bethania."—The Secretary reported that the Governor had settled the claim for damage to this vessel's cargo with the underwriters upon the terms proposed by them, and that the underwriters had sent cheques for £755 accord- ingly. The Committee agreed that this settlement must be accepted.
