24.
MINUTES.
Commission payable to Messrs. Grahams and Company on the sale of enemy cargo ex the 8.8. "Gutenfels," etc.-In view of the reply received to the inquiries made by Mr. Barstow, the Committee decided to approve a commission of 21 per cent. only on the sales of these cargoes.
25. Memorandum with regard to fees payable in Prize Courts, etc.-The Com- mittee considered further a draft report on this subject. Mr. Tennyson undertook to submit a continuation of the report at the next meeting of the Committee.

THE ONE HUNDRED AND TWENTY-FIRST Meeting of the Committee was held at the Colonial Office, on Monday, the 31st of July, 1916, at 3.15 o'clock p.m.

Mr. Evans was in the Chair during the discussion of items 2 and 3, in the absence of Admiral Slade.
1. The minutes of the previous meeting were confirmed.
2. "Syra."-The Committee agreed that the expenses set out in the report from the Assistant Paymaster-General as having been incurred after the 18th of May should be claimed from the Admiralty.
They also agreed that that portion of the expenses of the voyage which would have been recoverable under an ordinary_marine insurance had the ship been insured should be debited to the Insurance Fund and not against the balance, general trading, as decided at the One Hundred and Second Meeting of the Committee.
3. "Edna." The Secretary reported that the claim of the Jamaica shippers at the port of Falmouth had been settled by Messrs. Scruttons for £160 48. Od., which would be included in Messrs. Scruttons' account.

4. Grahamland.”—The Committee agreed that Messrs. Farrar, Groves, and Company should be asked to pay the sum of £26 to the Admiralty in respect of certain rope supplied to this ship at Esquimalt. The account had been reduced from £45 16s. 4d. after consideration of the criticisms of the charge made by the managers.
5. "Kelp."-Messrs. Fisher, Alimonda reported that two chronometers from this ship had been recovered by the police in Ireland, and that they had received offers of £10 and £12 for them. The Committee decided that the managers should be instructed to send both chronometers to Greenwich with a view to their being sold to the Admiralty.
6. "Emil."--The Secretary read a letter from Messrs. Glover Brothers with regard to the small amount of cargo carried on the voyage from Bordeaux to Cardiff. The Committee agreed that no further action could be taken in the matter.

"Neath."-The Committee agreed that the managers' marine superin- tendent might be sent to Havre to superintend the unloading of this ship.

8. Yawry."-The Committee considered a claim from the Foreign Office for £21 in respect of the cost of extra clerical work incurred by the Consulate- General at Dakar during the visit of this ship. The Committee decided that the Foreign Office should be asked to furnish further particulars of the claim, and ot the reasons for making it.

9. Clevedon." Mr. Holt reported that a claim for salvage had been made in connexion with the service of Messrs. Jolliffe's tug in the Mersey. Mr. Holt had consulted Sir Henry Johnson, who advised that the claim for salvage was not tenable. He understood that the claim for salvage would not be pressed.
10. "Nicolaos."-The Committee considered a telegram from His Majesty's High Commissioner for Egypt asking whether there was any objection to this ship being sold to an Egyptian or other buyer not of Allied nationality. The Committee considered that the ship should be sold subject to the usual conditions of sale of steamships, but that Messrs. Kellock should be consulted as to whether it would be more advantageous for the ship to be sold in this country as she lay at Alexandria or brought home with cargo for sale here, or whether she should be sold locally as proposed.
11. Application for exemption from military service by a member of the staff of Messrs. Lachlan and Company.-The Committee considered a letter from Messrs. Lachlan and Company on this subject, but decided that they could add nothing to their previous letter of the 8th of December.
12. Conditions of Sale.-The Secretary reported that arrangements had now been completed for the participation of Italian subjects at the sales of prize ships. 13. Costs payable to the late Attorney-General of Sierra Leone.-The Com- mittee considered a letter from the Public Trustee asking whether the amount due to the estate of Mr. Wilbraham could be paid. The Committee agreed that a definite answer could not be given until the general question of the remuneration of the Proper Officer had been dealt with in their report to the Treasury, and a decision arrived at by His Majesty's Government.
14. "Ciudad de Cadiz." Incidence of the cost of the search of this ship.- The Secretary read to the Committee a letter from the Treasury agreeing that the expenses of this search should be borne by Navy funds if the cargo of the ship was ultimately released, and out of the proceeds of the cargo if the latter was condemned. 15. The Constitution of the Prize Fund.-The Committee discussed this ques- tion with reference to the position of oversea Governments. It was decided that the matter should be considered again at the next meeting of the Committee.

4. Steamships " Gutenfels,” “ Barenfels," etc.—The Secretary reported that a letter had been received from Judge Cator asking when the Court might expect to receive the accounts for the sales of the enemy cargo from these ships. As the accounts for the voyages of these ships were in the hands of the average adjusters for the purpose of deciding how the contributions paid in respect of the cargo
