MINUTES.

THE ONE HUNDRED and Fourteenth MEETING of the Committee was held at the Colonial Office, at 3.30 p.m., on Monday, 5th June, 1916.

<<

Lome."--The Secretary reported that the Admiralty Coasting Trade Office had stated that they would be unable to use this ship in the coasting trade. It was understood that in any case the ship would want from £300 to £600 to be spent on her for repairs. It was, however, decided that she should be requisitioned for a voyage to West Africa, and that she should be managed by Messrs. Elder Dempster and Company, on the understanding that the ship earned sufficient freight to pay all expenses, including the cost of putting her into proper repair. Before any repairs were effected the ship should be valued, and the Court should be asked to accept the valuation obtained by the Committee. The Transport Department should be requested to bear any expenses incurred as a result of any alterations made by them in examining the ship.

8.8.“ Grahamland.”—Mr. Holt reported that Messrs. Waltons and Company had been asked to advise on the following points :-

(a) The question of demurrage.

(b) The claim made by the British Columbia Government for the short ship-

ment of cargo.

(c) The right of the British Columbia Government to sub-charter the ship. 4. 8.0. 'Chile."-Mr. Holt stated that the hawser had now been taken on board H.M.S." Eagle," but was reported to be very chafed and not worth more than £30 or £40. The Committee decided that it should be returned to Messrs. Workman, Clark, and Company, who should be given an allowance for the depreciation, the amount of the allowance to be determined by the Senior Naval Officer at Belfast.

5. 8.v." Terpsichore.”- -Mr. Holt reported that the Namaqua Copper Company had again made proposals for taking coke to Port Nolloth, and had now offered £14,000 for the ship. The Committee decided to await the report from the Board of Trade as to the other proposals made for this ship.

6. Mr. Orrett's Commission on Steamships "Thor" and Erymanthos." The Secretary reported that a telegram had been received from the Governor stating that Mr. Orrett had accepted the proposals made by the Committee, subject to a modification not specified in the telegram, but with the result that a further £67 28. 5d. would be refunded to the Committee. It was decided to await the receipt of the despatch promised by the Governor.

7. 8.8. "Erymanthos." The Committee recommended that the Admiralty should be asked whether they could provide transport to the United Kingdom for the prize railway material ex this ship lying at Malta.

and indemnity risks. The Committee decided that a letter should be written to the Company to find out why she had not been fully covered, and that the Protection and Indemnity Association should be asked to cover her fully retrospectively, the cost being met by the Sun Shipping Company.

11. 8.8. "Gibraltar.”—The Committee approved Messrs. Waltons' proposal that the costs of the Representatives of the cargo owners in connexion with the arbitration should be agreed at £31 10s.

12. Ivory at Sierra Leone.-The Committee recommended that the Admiralty Marshal should be asked whether the ivory could be consigned to him for sale in the United Kingdom, the proceeds to be held for the benefit of whom it might concern. It was agreed that the insurance should be continued until the date of the sale. including the voyage from West Africa. It was understood that the Colonial Office would inform the Admiralty and the Treasury of the action taken. The ivory

13. 8.8. "Seattle."-The Secretary reported that this ship had been valued by Messrs. Lachlan and Company at £187,300. The ship had, however, suffered damage to the extent of £500 during the air raid at Dunkirk. The Committee approved the payment of Messrs Lachlan and Company's account for £16 88.

The Committee considered a statement of account rendered by the Assistant Paymaster-General for the valuation of the coal on this ship for the purpose of the Crown's undertaking to the Court. It was decided to accept the statement as drawn up by the Assistant Paymaster-General, and to add a hypothetical figure to cover the insurance of the coal until the date of sale, in accordance with an estimate supplied by Mr. B. A. Glanvill in July, 1915.

14. Steamships "Hamm and "Apolda."-The Committee considered the accounts received from the Federal Steam Navigation Company for the first and second voyages with timber, and decided that the cost of the repairs effected to the Apolda" at the time when she was discharging her original cargo in Australia ought to be apportioned between the first two timber voyages.

15. 8.0. "Kelp."-The Committee approved the payment of £21 to the Ship- wrecked Mariners Royal Benevolent Society in respect of a payment made by them to the doctor who attended the crew in Ireland.

16. S.S. Koerber." The Committee approved the payment of £1,700 on account to Messrs. Arthur Holland and Company.
