Enclosure in No. 138. MEMORANDUM ON THE proposal to initiate Tsetse InvESTIGATION IN NIGERIA.

IT is regretted that the original proposal for a series of independent but associated investigations in various tsetse countries has fallen through for the time being, and more especially that the financial outlook in Nigeria is less promising than it was at the period when my original suggestions as regards work in Nigeria were put forward. Nevertheless the tsetse fly, as has been pointed out more than once both in public utterances and in published articles by Sir Hugh Clifford, has exercised such a powerful inhibition in Nigeria, and elsewhere in West Africa, in the past, and still threatens to hamper progress both now and in the future, by the restriction it places on transport and the toll it exacts in lives both of the native population and domestic animals, that it behoves the premier and most important colony in West Africa, despite the present financial situation, to at least make a definite move towards the acquisition of further knowledge of the fly.

As long as investigation in the hands of competent observers is proceeding, we have before us the possibility of discovering some means at least of investigating the ravages of this pest, if not of altogether exterminating it, and these are possibili- ties that Nigeria, however impoverished it may be, cannot afford to neglect.

Therefore I suggest that the scheme advocated in the attached memorandum by Dr. W. B. Johnson be approved, and recommend the following procedure :-

(1) Dr. W. B. Johnson to be placed in charge of the investigations nominally, as the medium of communication between Government (through the Director of Medical and Sanitary Service) and this investigator, but not with a view to exercising any control over the activities or lines of research of his collaborator, between whom and himself there should at all times be relations of frank and friendly collaboration.

(2) Dr. Lloyd to be appointed as Entomologist to the investigation on the terms suggested.

(8) Dr. W. B. Johnson to be detained in this country until he has obtained the equipment given in list A and ordered (in collaboration with the Crown Agents) that given in list B.

(4) The work to proceed on the lines laid down in Dr. Johnson's memorandum, subject to such modifications as the subsequent experience of the investigators may

dictate.

(5) The Government of Nigeria to be asked to vote for the purpose of tsetse investigation the sum of £3,000 this year, and next year the sum of £6,000—it is as well to have a margin.

(6) The Investigation to be asked to work in friendly collaboration with the staff of the Medical Research Institute, though in no position of seniority or subordi- nation to them, and the staff of the Medical Research Institute at Yaba to be requested to assist in every possible way and to arrange, if possible, for Dr. Young to relieve one of the investigators when the latter proceeds où leave.

(7) The investigators to report progress regularly to the Glossina Sub-Com- mittee, and to send special reports to that Committee, or any other suitable expert authorities, and to arrange for progress reports received by such bodies from investi- gators in other parts of the world to be forwarded to them.

Copies of all the reports prepared by the Nigeria investigators, progress and otherwise, to be forwarded to the Nigeria Government through the Director of Medical and Sanitary Service, whose duty it will be to advise Government as to the manner in which the work of the investigators can be assisted, and his colleagues as to collaboration.

Downing Street, 3rd June, 1921. WITH reference to your letter of the 2nd of May,* on the subject of tsetse fly investigations in Nigeria, I am directed by Mr. Secretary Churchill to transmit to you, for your information, the enclosed copy of correspondencet with Sir Hugh Clifford, and the Officer administering the Government of Nigeria.

2. It is now proposed to offer a temporary appointment to Mr. Ll. Lloyd with consolidated pay (without any allowances) at the rate of £1,000 per annum, rising by annual increments of £50 to £1,200 per annum; and if you will state to what address communications for Mr. Lloyd should be sent, the offer of appointment will be prepared and forwarded to him. It is understood that in the meantime you are informing Mr. Lloyd that such an offer will be made.

3. As regards equipment, Dr. Johnson stated, before he left England, that he had left with you a list of what would be required. It is not clear whether that list is a duplicate of the list enclosed in Sir H. Clifford's letter. If it is, the following points would appear to arise as regards equipment :-List A, Part 2: "Not required until end of August, 1921

Two Tents.-The Nigerian Government is usually in a position to supply tents locally; but Dr. Johnson may have had some special reason for proposing that tents should be bought specially for the investigators, and may have mentioned it to you. One B.S.A. Cycle.-It is not clear whether this is required by Dr. Johnson or Mr. Lloyd; but it is not usual to supply West African officers with bicycles.

Before approving the purchase of the other items, the Secretary of State would be glad to learn whether the list which Dr. Johnson left with you is the same as that enclosed in Sir H. Clifford's letter of 21st May.

I AM directed by Mr. Secretary Churchill to acknowledge the receipt of your letter of the 21st of May, relative to tsetse fly investigations in Nigeria, and to inform you that he has approved your proposals generally.

2. The Director of the Imperial Bureau of Entomology is being so informed

in a letter§ of which a copy is enclosed, and an offer of temporary appointment will be made to Mr. Ll. Lloyd.

3. A copy of a telegram sent to the Officer Administering the Government of Nigeria on the subject is enclosed, from which you will see that instructions are being sent as to the seconding of Dr. W. B. Johnson.

4. The question of special instruction being given by Dr. C. H. Marshall, Senior Medical Officer, Uganda, to officers of the West African Medical Staff on leave, in connexion with treatment of trypanosomiasis, will be further considered.
