to forward herewith, for transmission to the Secretary of State, copies of corre spondence which has passed between Dr. H. H. Howard, Director for the West Indies of the International Health Commission, and the Administrator, St. Lucia, slightly amending the approved Estimates for St. Lucia for the current year, as a result of Dr. Howard's visit of inspection to the island.
2. The amended budget by Dr. Howard has been accepted by the Govern- ment of St. Lucia and meets with the approval of the International Health Com- mission, subject to final approval by the Secretary of State.
3. The principal change in the budget is to provide, at an extra cost at rate intensive campaign," by which nurses of £175 a year, for what is termed an are employed to go amongst the people to see that they take the medicines pre- scribed for them and carry out the directions given in their treatment. In antici- pation of the Secretary of State's approval I, whilst Acting Governor, sanctioned the campaign being commenced from the 1st instant, on the lines indicated by Dr. Howard.
4. Under cover of niy despatch No. 8, of the 16th instant,* I have forwarded a copy of the report by the Medical Officer in charge on the work done in St. Lucia for the quarter ended 31st December, 1914.

I HAVE the honour to submit herewith a budget for an intensive campaign This budget of eradication of ankylostomiasis in the Cul-de-Sac Valley District. provides for a campaign conducted along the same lines adopted in British Guiana. The estimates under the different heads may be subject to slight changes later when a more correct idea of the total population is secured, but for all practical purposes the budget provides for ample to carry the campaign to completion.
A campaign of eradication in an area like this will consume on the average about four months.
As soon as I am assured that this budget meets with the approval of Your Honour and the Advisory Committee, and am advised of a favourable considera- tion of the other communication handed you herewith, I will forward a copy of the budget to Washington for the consideration of the International Health Commission.
