(a) Is there any legislation in force against the breeding of mosquitoes in premises?-Under the Public Health Ordinance No. 32 of 1894-95, Article 29 (ƒ), any accumulation of water injurious to health is punishable as a nuisance. Further legislation has been introduced to prohibit the breeding of mosquitoes, and the matter is specially dealt with in Article 4 of Ordinance No. 31 of 1919, which came into force on 13th December, 1913. Ordinance No. 15 of 1913 pro- vides for major anti-malarial works at the joint expense of Govern- ment and of the private parties benefited. Ordinance No. 22 of 1910 provides for the cleaning of beds and banks of rivers. 4,278 notices were served, with 293 convictions.

(c) Number of persons examined for filarial diseases. None. (d) Any large works for surface drainage of towns or reclamation of marshes. Approximate cost.-Anti-malarial works of a permanent character are being undertaken over the whole island, costing Rs.1,000,000 approximately. A sum of Rs.150,000 is annually pro vided for this purpose.
(6) Numbers of men employed in towns and villages for petty anti- mosquito works. Approximate cost.-228 men are employed in towns and villages for petty anti-malarial works, at a cost of Rs.3,183 per month. A sum of Rs.50,000 is provided in the annual estimates for minor works and quinine distribution. (Amount of Government quinine sold or distributed gratis during the year. Agencies employed.-916 lbs. 1 oz. 243 grains of quinine have been distributed gratis during the year by specially appointed distributors and at the quinine depots. The drug is also distributed regularly as far as possible in the schools. Quinine can now be obtained at cost price at all the Government dispensaries. (g) Is quinine distributed regularly in the schools?—Quinine is distri-
buted regularly in the schools. See (f).
(h) Measures taken against these diseases on estates employing inden- tured labour. Under the provisions of Ordinance No. 15 of 1913, anti-malarial works have been undertaken at. Mon Desert, Alma, Beau Champ, Olivia, Sans Souci, Mon Loisir S.E., and Constance d'Arifat. The works already carried out are upkept.
(i) Any steps taken regarding the housing of the poor.-Housing and relief are afforded by Government to paupers in the following insti- tutions:-(a) Lepers at St. Lazare; (b) lunatics at Barkly and the lunatic asylums; (c) aged and infirm paupers at Barkly Asylum and various religious institutions; (d) orphans at Barkly Asylum and various religious institutions. 1,356 paupers received institu- tional relief during 1914. The building of houses and huts is regu- lated by the Building Law. Measures are taken with a view to obtain the improvement of insanitary dwellings as well as cleanli- ness and drainage in the vicinity of dwellings in the townships and villages.
(j) Any exceptional increase or decrease of these diseases recently noticed. There has been a slight decrease in the number of deaths, but the admissions show an increase.
(*) Any other remarks on the subject. The general anti-malarial cam- paign which has been started is pushed on and works of a permanent character have been carried out, particularly in the districts of Pamplemousses, Flacq, and Black River. The work comprises the canalization and cleaning of rivers, the reclaiming of marshes, and the removal of objectionable collections of water. Works of a minor nature, including the upkeep of permanent works, continue to be carried on. Quinine is distributed free by special distributors and at, quinine depots; the drug can be purchased at cost price at all Government dispensaries.
Courses of lectures in hygiene are being delivered to schoolmasters, and in the primary schools the children are given elementary teach- ing in hygiene.
It is as yet premature to survey the effects of the anti-malarial measures on the public health in general: this will be more conveniently done when the campaign has been further extended.
