I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of your letter of the 13th of May,† on the subject of the annual grant of £1,000 from the Imperial Exchequer to the Tropical Diseases Research Fund.
2. In reply, I am to request you to inform the Lords Commissioners of the Treasury that. in addition to the existing contributions to the Research Fund, Mr. Harcourt has asked the Government of Nigeria to increase the grant of £350 at present made to £500, which is equivalent to an addition of £150 in respect of Northern Nigeria. The Governments of the East Africa Protectorate and of Zanzibar have been requested to contribute £200 and £100 per annum respectively. The question of inviting contributions from Nyasaland and Uganda will be taken into consideration in connexion with the estimates of these Protectorates for next year.
3. The other Colonial and Protectorate Governments from which subscriptions are at present received have not been asked to increase their contributions, in view of the fact that very large sums of money are being spent locally, both directly and indirectly, in connexion with research into tropical diseases.
4. In view of these facts, Mr. Harcourt trusts that their lordships will have no hesitation in consenting to the renewal of the grant of £1,000 from the Imperial Exchequer for a further period of five years.

[To Hong Kong:-I have the honour to acknowledge the receipt of Mr. Severn's despatch No. 374 of the 29th of October, 1913,* on the subject of the report by Major S.P. James, I.M.S., on the possibility of the introduction of yellow fever into Eastern Asia.]

[To Malay States and Ceylon:--I have the honour to transmit to you accompanying prints of a letter from the India Office, containing the report furnished by Major S. P. James, of the Indian Medical Service, upon the possible introduction of yellow fever into Asia as the result of the opening of the Panama Canal.]
2. In Major James's report a recommendation was made in favour of the carrying out of inquiries under the control of the Royal Society with regard to the diagnosis of yellow fever and such subjects as the presence or absence and distribu- tion of Stegomyia fasciata in Eastern Colonial and other ports, the problem whether Stegomyia scutellaris carries the disease or not, the bionomics of those species, and similar questions, and I have been in communication with the Secretary of State for India and with the Royal Society as to the possibility of giving effect to this recommendation.
3. The Royal Society have now expressed their readiness to undertake the direction of an inquiry, and the following is the outline of a scheme of research suggested by the Society and an estimate of the cost proposed.
(a) That four principal investigators be appointed, of whom two should be bacteriologists, one an entomologist, and one a medical man with epidemiological experience, if possible.
That there should be four trained assistants.
(c) That Major S. R. Christophers, I.M.S., be invited to act as Director
of the inquiry; and that, in the event of his services being secured, he should be consulted as to the selection of the remaining three investigators. The Council are of opinion that at least two of the principal investigators should be officers of the Indian Medical Service.
(d) After consideration of the conditions under which the inquiry would have to be conducted, the Council are of opinion that a sum of £12,000 per annum for three years would be required for salaries, materials, and working expenses; in addition to the premiums for special insurance of the lives of the men engaged.
(e) The Council recommend that application be made to the Foreign Office to obtain facilities for conducting investigations in such locality as may be ultimately selected in Central America.
If the scheme is approved the Council would propose to entrust the general direction of the inquiry to a special Committee acting as a Sub- Committee of the Royal Society's Committee for Tropical Diseases, and to place the investigators under the immediate control of that special Committee.
4. The India Office are ascertaining from the Government of India what sum they are prepared to contribute towards the cost of the proposed inquiry, and I shall be glad to learn whether you consider that the circumstances justify the making of any contribution towards the cost of the proposed research from [the Straits Settlements] [the Malay States] [Hong Kong] [Ceylon] and, if so, what the amount of that contribution would be.
5. I am also in communication on the subject with the Governments of [the Malay States, Hong Kong and Ceylon] [the Straits Settlements, Hong Kong and Ceylon] [the Straits Settlements, the Malay States and Ceylon] [the Straits Settle- ments, the Malay States and Hong Kong.]
