Government House, Dominica, 17th March, 1914. In reply to Your Excellency's despatch No. 89 of the 6th instant, I have the Honour to report that the proposal to establish a system of distribution of quinine in the schools of the Presidency, the subject of paragraph 3 of the Secretary of State's despatch, Leeward Islands, 274, of 10th November, 1013, which formed the enclosure to Your Excellency's despatch No. 907 of 17th December, 1918, necessitated pro- tracted consideration in Executive Council, owing to objections raised by one of the Upofficial Members.

2. It was only at the last meeting of the Executive Council, on the 7th instant, that it was decided to take the necessary steps for the distribution of quinine in schools, and the matter has now been referred to the Sub-Inspector of Schools for Bis recommendation as to the organization required to give effect to this decision.

I HAVE laid before the Lords Commissioners of His Majesty's Treasury Mr. Read's letter of the 3rd ultimo (8763/1914),* enclosing a copy of the Report of the Advisory Committee for the Tropical Diseases Research Fund for the year 1919, and suggesting that the annual grant of £1,000 from the Imperial Exchequer should be continued for a further period of five years from the 1st April next.

I am to ask whether My Lords are correct in assuming from the terms of the circular addressed by Mr. Secretary Harcourt to the Governments of the tropical Colonies and Protectorates contributing to the fund that no increase will be suggested in their contributions.

With regard to the contribution at present paid from the Imperial Exchequer I am to point out that this contribution was given in 1904 on behalf of the Exchequer- aided Protectorates. Since that date most of the Protectorates most closely interested in the work of the Tropical Diseases Committee have become self- supporting, and the only prominent exception, Uganda, may very well become so in the immediate future.

I am to inquire whether Mr. Harcourt is inviting contributions from Northern Nigeria, the East Africa Protectorate, Nyasaland Protectorate, and Uganda.
