SIR,
I HAVE the honour to acknowledge the receipt of your letter, No. 17914, of May 29th, 1914, informing me of the proposal to hold a Conference of Entomologists in London in July, 1915, under the auspices of the Imperial Bureau of Entomology, and enquiring whether it may be possible for the Entomologist attached to this Department to attend, and also whether any other member of the Department should accompany him as an expert in mycology.
2. Regarded from the point of view of this Department it appears to me that the proposed Conference is likely to prove of considerable use and importance, and is one which it is desirable that the Entomologist attached to this Department should attend; I hope, therefore, to be in a position to make arrangements for him to do so, and to communicate with you later in respect to details.
3. The proposed association of official mycologists with the work of the Con- ference appears highly desirable; it is, as pointed out, hardly practicable to dis- sociate the entomological and mycological sides of the questions to be discussed. A further point, however, arises. In view of the fact that as Commissioner of Agri- culture I am frequently directly concerned in advising concerning methods of control of pests and diseases, and as to legislative measures connected therewith, it is a matter for consideration whether my own attendance at this Conference may be desirable. I shall be glad, therefore, if I can be advised in this connection; pending this I reserve any direct expression of opinion whether the Mycologist to this Department, or myself, or both of us should attend the Conference.

There is no officer specially responsible for entomological work in this Colony, and I am unable to judge at present whether the Principal Medical Officer, who is the person most acquainted with the entomology of the Colony, will be in England at the time of the Conference.

MINUTES OF A MEETING OF A SPECIAL SUB-COMMITTEE, HELD AT THE COLONIAL OFFICE AT 4 O'CLOCK ON WEDNESDAY, 8TH JULY, 1914.

Mr. Read stated that the Sub-Committee had been called together to consider what steps could be taken to organise the entomological side of the investigations on glossina in tropical Africa arising out of the Report of the Sleeping Sickness Com- mittee. He explained that the present position was as follows:--
In East Africa the men now detailed for special entomological work are Dr. Carpenter and Mr. Fiske, both working under the direction of the Royal Society in Uganda; Dr. Lamborn, who has been selected for the appointment of Travelling Entomologist for the Bureau of Entomology; and Dr. McConnell, a Medical Officer working under the Government in Uganda.
In West Africa the only officer specially detailed for glossina investigation is Mr. Simpson, Travelling Entomologist of the Bureau of Entomology.
In sending out the Report of the Sleeping Sickness Committee, it had been suggested to the Governor of the East Africa Protectorate that it might soon be possible to utilise the services of the Government Entomologist or Assistant Entomo- logist for tsetse-fly investigation; and the West African Governments had been requested to consider the advisability of provision being made by them for the employment of another entomologist specially for the study of the bionomics of glossina in West Africa.
Copies of the Report had also been sent to the British South Africa Company, the Sudan Government, and the South African Government with the purpose of enlisting their sympathy and co-operation in the work generally.
As to the organisation of these investigations, the Secretary of State proposed to entrust the entomological side to the Imperial Bureau of Entomology; the medical side, with which the present meeting was not concerned, being entrusted to the Tropical Diseases Bureau.
It was agreed that a Sub-Committee must be formed to direct the entomological work, and those present expressed their willingness to serve on such a Sub-Com- mittee. It was understood that Dr. Bagshawe would also give his services. This Sub-Committee would have to co-ordinate the various lines of research to be carried out by the different investigators in Africa, allocating to each, as far as circum- stances would permit without undue restriction, the particular part of the enquiries which he should undertake. To this end Appendix D. to the Report of the Sleeping Sickness Committee ("Suggestions as to Future Work" by Mr. Austen and Dr. Bag- shawe) would undoubtedly be found most useful, and the Sub-Committee asked that copies of this Appendix* might be struck off separately.
The Sub-Committee felt that they were unable to determine at once the lines on which the work should be organised, and it was decided that replies should be awaited from the Governments to whom the Sleeping Sickness Committee's Report had been forwarded. But the following decisions on points requiring immediate consideration were arrived at :-
(1) That Mr. Fiske should continue to work under the Royal Society until the end of the year for which he was originally appointed; that he should be allowed to continue to work in Uganda at the end of that period instead of proceeding to Nyasaland as previously proposed; and that he should be advised through the Acting Governor (a) that the
