2. I notice in the report by Dr. Lynch certain observations on the breeding of mosquitoes in Suva, and the organisation of a mosquito brigade. This is a matter of great importance to the health of the community, and I consider that action should be taken to carry out mosquito-destruction effectively. MINUTES OF THE FIFTEENTH MEETING OF THE FINANCE SUB- COMMITTEE OF THE MANAGING COMMITTEE, HELD AT THE COLONIAL OFFICE AT 11.30 A.M. ON THURSDAY, 29TH JANUARY, 1914.

1. The minutes of the fourteenth meeting of the Sub-Committee were approved. In reply to the Chairman, the Secretary stated that the Governor of Nyasaland had just telegraphed to say that Mr. Neave accepted the offer of appointment as Assistant Director of the Bureau, and that he would leave the Protectorate in March. Mr. Marshall reported that Mr. Simpson had accepted the Committee's terms, and was shortly returning to West Africa.

2. It was decided to recommend to the Committee that when members of the Committee residing in the country came up to London specially to attend meetings of the Committee (or Sub-Committee) they should be granted first-class return rail- way fare and necessary cab fares out of the funds of the Bureau. It was estimated that the cost would not exceed £50 per annum.

3. The Sub-Committee approved of Mr. Simpson being provided with outfit for his next tour of service up to a limit of £100.

4. Mr. Marshall stated that the payments made regularly by Mr. North and himself for salaries, &c., could not be met from the sum now furnished monthly to the Director for petty cash, viz., £40. The Sub-Committee approved of the monthly payment to the Director for petty cash being increased to £65.

5. Mr. Marshall informed the Sub-Committee that the Russian literature was increasing, and that Mr. G. Hermer, who prepared translations and abstracts for the Bureau, could not do the work now for less than £2 a week. The original offer made by Mr. Hermer was £1 a week, but Mr. Marshall considered the proposed terms reasonable, having regard to the growth of the work. He explained that Mr. Hermer attended at the Bureau one day a week, and that in addition to translating or abstracting from Russian entomological literature, he translated a considerable number of letters from and into Russian.

Mr. Marshall also asked for covering approval for the arrangement made by him with Dr. Ivar Trägårdh, of Stockholm, for abstracts from Scandinavian, viz., 8s. a page of printed matter. The Sub-Committee approved of payment to Mr. Hermer and Dr. Trägårdh at the rates proposed.

6. Approval was given for the engagement of a temporary assistant to help with the indexing. It was understood that the additional assistant would probably not be required for more than three months, and that the salary would range from 20s. to 25s, a week.

1. The minutes* of the 17th general meeting were approved.

Dr. Shipley stated that he had prepared an article for the "Times" on the work of the Bureau and that he had also approached the editor of the "Spectator

as to the publication in that, paper of an account of what was being done by the Bureau.

2. The quarterly report of the Director was received. (1) Mr. Marshall stated that since writing his report it had been ascertained

that Mr. Neave had accepted the offer of the post of Assistant Director of the Bureau and that he would be leaving Nyasaland in March.

(2) He also stated that a slight alteration in the accounts attached to his report must be made owing to the Finance Sub-Committee having increased the grant for Mr. Simpson's outfit from £80 to £100.

(3) Unfortunately his senior assistant, Mr. Veitch, was leaving him to take up a post in Fiji with the Colonial Sugar Refining Company, of Sydney. While he much regretted his loss, he thought the Committee would agree that it was satis- factory to find that commercial firms of this kind were beginning to realise the value of having practical entomologists on their staffs, and that the selection of Mr. Veitch was, in that sense, a tribute to the work of the Bureau.

(4) Mr. Marshall referred to the growing amount of the Russian literature dealt with in the "Review of Applied Entomology," and he quoted the very appreciative terms in which Professor Kulagin, Director of the Moscow Agricultural Institute, had written of the "Review

"I am prepared to serve you as far as I possibly can. Your journal is necessary for all entomologists, and it the duty of all of us to help you." Lord Cromer instructed the Secretary to note this appreciation for inclusion in the next annual report.

(5) Dr. Shipley informed the Committee that Dr. Leiper and Dr. Atkinson were shortly visiting the Yang-tse-Kiang on a special scientific mission, and he believed that they would be glad to look for and collect Stegomyia and other mosquitoes at ports of call on behalf of the Bureau. Mr. Marshall was, accordingly, requested to write to them at once and try to obtain their assistance in this direction.
