Brigadier-General Wilson wishes to point out that an accurate survey of the Peninsula on the 1-inch scale was made by the Colonial Survey Section in 1904, and he would have thought that this survey should suffice for the delimitation of private and Crown land boundaries, more especially as a special survey of Freetown itself was executed only last year.

It is suggested that this map might be made still more useful for the purpose of showing boundaries if it was photographically enlarged to the 2-inch scale.

If, however, further surveys of the Peninsula on larger scales are required, and if the survey of the whole Protectorate is to be undertaken subsequently, the establishment of a regular survey department becomes a necessity.

Brigadier-General Wilson is of opinion that such a department should be formed, but, if it is desired to place it under military supervision, as in the case of the Gold Coast, some assurance should be forthcoming that maps of military value would be produced, in other words, that a topographical map of the Colony and Protectorate should be part of the work allotted to the new department. The department would thus be formed in three sections :—

(1) Trigonometrical and topographical department. (2) Cadastral branch.

(3) Drawing office.

The whole would be in charge of the Director of Surveys.

The first work to be done would be to carry out a systematic triangulation, and the staff required for this, with a rough estimate of pay, stores, &c., is attached. It is suggested that this staff be engaged to leave England in September next and that the formation of the staff for the Cadastral Branch and Drawing Office be left

for the consideration of the officer who goes out as Director of Surveys.

It is not possible, on the information at present received, to give any indication as to where or how operations should be started. Both depend on local conditions and requirements.
