Foreign Office, January 17, 1914. WITH reference to your letter, No. 41532/1913, of the 13th instant,* I am directed by Secretary Sir E. Grey to inform you that the Opium Convention has not yet been signed by His Majesty's Government on behalf of Zanzibar.

2. This Ordinance was drafted in Antigua, and follows the lines of similar Ordinances in other places. I am not aware of the precise objects of the Bill at the present time, but it speaks for itself, and regulates the trade in opium. The importation and use of this drug, however, arc, in my opinion, matters very pro- perly placed under legislative control.

I HAVE the honour to transmit to you the usual number of authenticated and unauthenticated copies of Ordinance No. 8 of 1913,† of the Legislature of Saint Christopher and Nevis, entitled "An Ordinance to give effect to the measures decided upon in the International Opium Convention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation into and the storage and disposal of Opium, Morphine, Cocaine, and similar drugs in this Presidency."

2. I enclose a copy of a minute by Mr. M. J. Camacho, the Acting Attorney- General, in which he advised that this Ordinance might properly be assented to, together with a copy of a report on the Ordinance by Mr. E. Wattley, the Crown Attorney at St. Kitts-Nevis.

I HAVE the honour to transmit herewith, for the signification of His Majesty's pleasure, authenticated copies of British Guiana Ordinance, No. 30, of 1913,* entitled "An Ordinance to give effect to the measures decided upon in the Inter- national Opium Convention, signed at the Hague on the 23rd day of January, 1912, and to regulate the importation, exportation, storage and disposal of opium, mor- phine, cocaine, and similar drugs in this Colony," together with the report of the Attorney-General thereon, and his certificate that my assent could properly be given thereto.

I HAVE the honour to report as follows on Ordinance No. 30, of 1913, entitled An Ordinance to give effect to the measures decided upon in the International Opium Convention, signed at the Hague on the 23rd day of January, 1912, and to regulate the importation, exportation, storage and disposal of opium, morphine, cocaine, and similar drugs in this Colony."

2. This Government, having agreed to be bound by the International Opium Convention signed at the Hague on the 23rd of January, 1912, it has been found expedient to regulate the importation, exportation, storage and disposal of opium, morphine, cocaine, and similar drugs; hence the passing of this Ordinance.

3. It is based on similar legislation passed in different Colonies following a West African model approved of by the Colonial Office, and repeals the Opium Ordi- nance, 1889 (No. 3, of 1889).
