I HAVE the honour to report that this Ordinance is practically a copy of Antigua Ordinance No. 4 of 1913.

2. The fact that the preamble explains fully the purport of the Ordinance, makes it unnecessary for me to offer any further observations on it.

2. I enclose a copy of a minute by Mr. M. J. Camacho, the Acting Attorney- General, in which he advised that this Ordinance might properly be assented to. together with the usual report on the Ordinance by the Crown Attorney at Dominica.

With reference to His Excellency the Governor-General's minute, No. 3/1428, dated 19th November, 1913, transmitting a despatch from the Right Honourable the Secretary of State for the Colonies on the subject of the Opium Convention of 23rd January, 1912, Ministers have the honour to inform His Excellency that, in view of the representations of the Imperial Government, they now withdraw their objec- tion to adhesion to the Convention, which can accordingly be signed on behalf of the Union Government, and that steps will be taken for the introduction of the necessary legislation during the next session of Parliament.
