WITH reference to your despatch "Miscellaneous" of the 26th July, 1912,* I have the honour to transmit to you the usual number of authenticated and unau- thenticated copies of Virgin Islands Ordinancet No. 3 of 1913, entitled "An Ordi- nance to give effect to the measures decided upon in the International Opium Con- vention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation into and the storage and disposal of Opium, Morphine, Cocaine, and similar drugs in this Presidency."

2. I enclose a copy of a minute by Mr. T. S. Sidney, K.C., the Attorney- General, in which he advised that this Ordinance might properly be made for the Virgin Islands, together with the usual report by Mr. M. J. Camacho, the Acting Attorney-General, on the Ordinance.

I HAVE the honour to acknowledge the receipt of your despatch, No. 15, of the 28th April last,* by which you inform me that Ordinance No. 1 of 1913, entitled the Opium Ordinance, 1913, transmitted under cover of my despatch, No. 11 of 4th February, is not altogether satisfactory as regards the scope either of its prohibi- tions or its penalties.

2. In compliance with your request an amending Ordinance has been enacted on the lines of the model draft which formed an enclosure to your despatch, and I beg to transmit the Ordinancet for His Majesty's approval.

I HAVE the honour to report to Your Excellency on Virgin Islands Ordinance No. 3 of 1913, entitled An Ordinance to give effect to the measures decided upon

in the International Opium Convention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation into and the storage and disposal of Opium, Morphine, Cocaine, and similar Drugs in this Presidency."

2. The Ordinance is practically a transcript of the Antigua Ordinance on the same subject, and follows the model sent out by the Right Honourable the Secretary of State.

REPORT on a BILL entitled "An Ordinance to give effect to the measures decided upon in the International Opium Convention signed at the Hague on the 23rd day

of January, 1912, and to regulate the exportation from, the importation into,

and the storage and disposal of opium, morphine, cocaine, and similar drugs in the Colony of British Honduras."

1. This Bill was drafted by Mr. H. K. M. Sisnett when acting as Attorney- General in 1912.

2. The object of the Bill is fully set out in the preamble to the Bill.

3. The Bill was prepared to carry out the instructions of the Secretary of State contained in Mr. Secretary Harcourt's letter dated 26th July, 1912, and in accordance with a draft Ordinance approved by him.
