(Seal and Signature of H.II. the Sultan of Trengganu.) Chandu Farm Contract for the territories of the State of Trengganu executed on the 12th day of the month of Moharam in the year 1330, corresponding with the 1st day of January in the year 1912..

In all truth His Highness the Sultan of Trengganu has granted to Ang Siah Im of the firm Hab Teck Seng, his heirs, agents and attorneys, the right to sell chandu within the State of Trengganu and all its dependencies, for the period of five years commencing on the 1st day of the month of March in the year 1912.

With the exception of certain concessions in Kemaman and Paka which are heing worked at the present time, and which have been granted permission to import opium for use at the places where working operations are being carried on; (the Bundi Concession-concessionaires, Sir Cathwick Paul Chater, C.M.G., Hormusjee Nowrojce Moody and Sir John Anderson; The Sendok River Concession-conces- sionaire Sir John Anderson; the Ayam River Concession-concessionaires Messrs. Guthrie and Company of Singapore, all carry with them the right to import opium for use on the concessions on payment of duty at the rate of $120 per chest to the Trengganu Government. Ong Kay Joo's Concession in Paka also carried with it a similar privilege, but this Concession has lately changed hands and the right to import opium no longer exists), all other persons are prohibited from importing and from selling prepared chandu or opium within the territory of Trengganu and its Dependencies. With regard to these Concessions, Ang Siah Im of the firm Hab Teck Seng is given the right to collect the duty on opium at the rate of $120 per chest in accordance with the terms of the Concession Agreements so long as this privilege has not been cancelled by the Government. Full authority, subject to the conditions set forth below, is granted to Ang Siah Im of the firm Hab Teck Seng to carry on the business of the aforementioned monopoly

Article I. Ang Siah Im of the firm Hab Teck Seng undertakes to pay the sum of $10,000 to the Trengganu Government prior to the 1st March, 1912. This is a payment in return for obtaining the chandu monopoly.

Article II. Ang Siah Im of the firm Hab Teck Seng undertakes to pay a monthly rental of $1,800 to the Trengganu Government, the first payment to be made prior to the 1st March, 1912, and the subsequent payments to be paid on the Ist day of each succeeding month until the completion of the period over which this monopoly is granted. On the day on which this deed was signed and sealed Ang Siah Im of the firm Hab Teck Seng paid to the Trengganu Government earnest money amounting to five thousand dollars. This payment may be deducted when making payment of the monthly rent during the fifth year of the monopoly.

Article III. The price at which Ang Siah Im of the firm Hab Teck Seng may sell prepared chandu of good quality is fixed at $2.75 per tahil. He is not allowed

to sell (opium and chandu) intended for export to places without the jurisdiction of the Trengganu Government, or to sell (opium and chandu) to persons who intend exporting the same to places without the jurisdiction of the Trengganu Govern. ment, but he is given permission to sell to persons in sufficient quantities such as are required on a voyage, taking into due consideration the amount which would ordinarily be consumed whilst on the high sea.

Article IV. Ang Siah Im of the firm Hab Teck Seng is granted permission to open shops for the sale of chandu and opium dross, and also to his agents to sell chandu anywhere within the territory and dependencies of the State of Trengganu. A place for the sale of opium dross at present exists in Trengganu (the town of Trengganu), and Ang Siah Im of the firm Hab Teck Seng is prohibited from hinder- ing this business, which can be carried on as formerly, provided the chandu is purchased from the Chandu Monopoly Farm.

Article V. Ang Siah Im of the firm Hab Teck Seng is granted permission to purchase opium dross from any persons possessing such commodity, and he may sell the same at the customary price. All persons are prohibited from selling opiuri dross except to the Chandu Monopoly Farm.

Article VI All opium imported for use on Concessions which have been granted the right to import opium, by the Trengganu Government, shall be imported ou a pass signed by the manager of the Chandu Monopoly Farm at Trengganu (the town of Trengganu). Any opium imported into Trengganu and its dependencies for use on Concessions otherwise than under pass as above mentioned shall be dealt with by Ang Siah Im of the firm Hab Teck Seng in the manner authorised for the seizure of illicit chandu.

Article VII.

All persons in the town of Trengganu who have been duly autho- rised by warrant are empowered to make search within the limits of Concessions which

carry the right to purchase opium without the State, such as Kemaman and Paka, and if accompanied by a Government official stationed in the District they are authorised to examine the chandu or opium accounts relating to the labour force employed on the Concession, with a view to ascertaining whether the quantity of opium imported is commensurate with the number of labourers employed who are addicted to the chandu habit.

Article VIII. If at any time during the five years of this monopoly the right to import opium by the ball or chest into the Kemaman or Paka Concessions should be cancelled or terminated, the Trengganu Government grants unto Ang Siah Im of the firm Hab Teck Seng the right to sell prepared chandu to the Kemaman and Paka Concessions, and within all the territory and dependencies of the State of Trengganu, at prices similar to those in force in the Straits Settlements. In the event of this happening, Ang Siah Im of the firm Hab Teck Seng undertakes to pay an enhanced rental of $1,000 monthly over and above the present fixed rental of $1,800 per month, that is to say, a monthly rental of $2,800, to commence from the date on which permission is granted to retail chandu at the prices in force in the Straits Settlements, until the termination of the monopoly. If at any time during the period of this monopoly the Trengganu Government should issue instructions to the effect that prepared chandu shall be sold at prices similar to those in force in the Straits Settlements, or if the Chandu Monopoly Farm should desire to sell at these rates, permission to do so will be granted by the Trengganu Government, and event (sic) the right held by the Kemaman and Paka Concessions to import opium by the ball or chest still holds good the monthly rental shall be enhanced by $1,000, in all $2,800 per mensem. In the event of the termination of the right held by these Concessions to purchase opium from elsewhere, chandu for use on these said Conces- sions must be purchased from the Chandu Monopoly Farm, and the rental of $2,800 per mensem payable to the Trengganu Government shall not be increased.

Article IX. On the commencement of the period of this Chandu Monopoly on the 1st March, 1912, Ang Siah Im of the firm Hab Teck Seng is empowered to search any place in the territory of Trengganu and its dependencies, all places where whole or broken balls of opium which have not been converted into chandu are stored, and all such balls or broken balls of opium may be taken over by him at the same price as the price at which they were purchased from the out-going farmer. In like manner Ang Siah Im of the firm Hab Teck Seng may purchase from the out-going fariner all opium and chandu in stock remaining unsold after the 30th day of February, in payment of the original price plus expenses.

Article X. All payments mentioned in this contract shall be made in the currency of the Straits Settlements.

Article XI. In the event of a breach of any of the covenants contained in the ten articles of this contract the rights granted under this Chandu Monopoly shall be terminated and cancelled, and shall revert to the Trengganu Government. No right of action shall lie against the Trengganu Government for the recovery of any loss or payment suffered or made by Ang Siah Im of the firm Hab Teck Seng.

Article XII. Ang Siah Im, on behalf of himself, his agents, attorneys, and successors, engages to follow and obey the directions and Ordinances of the Treng ganu Government at present in force or which may hereafter be brought into force relating to his operations and business within the State of Trengganu.

The rights hereby vested in Ang Siah Im of the firm Hab Teck Seng shall not

be assigned to any other person without the consent of the Trengganu Government.

In witness whereof the seal of His Highness the Sultan of Trengganu has been affixed above, and Ang Siah Im of the firm Hab Teck Seng has set his signature below.
