Government House, Lagos, Southern Nigeria, 4 July, 1912. REFERRING to your circular despatch of the 16th May,* respecting the Inter- national Opium Convention signed at the Hague on the 23rd of January last, I have the honour to inform you that the only statutory provisions in force in Southern Nigeria relative to the matters referred to in the Convention are: (1) the Sale of Drugs and Poisons Ordinance, regulating the sale of medicinal opium and its pre- parations, and (2) Order No. 18 of 1912 prohibiting the importation of raw and prepared opium. Two copies of each of those documentst are transmitted herewith.

I HAVE the honour to acknowledge the receipt of your despatch, No. 247, of the 21st of June,† in which you give reasons why it is inadvisable that the Govern- ment of Trinidad should agree to be bound by The Hague Opium Convention.

2. I have given careful consideration to the arguments which you adduce, but I regret that I am unable to admit their validity. His Majesty's Government cannot recede from the policy which is embodied in the Convention; and it is essentral to the success of that policy that the traffic in, and consumption of, opium should be suppressed in Trinidad as in the other parts of His Majesty's dominions.

3. I must therefore request that you will now inform me that the Government of Trinidad is prepared to agree to the Convention being signed on its behalf.

4. I see no reason, at any rate for the present, to impose further restrictions on the use of ganja than exist under the law now in force; and the revenue of the island will not therefore suffer to the full extent of £6,000. I may observe in this con- nexion that as the Convention cannot come into force for some time in view of the preliminary arrangements prescribed by Articles 22, 23, and 24, you will be at leisure to consider whether any revenue that may be eventually lost cannot be replaced by an increase of the duty on ganja.

5. I propose to transmit to you at an early date the draft of an Ordinance designed to give effect to the provisions of the Convention.
