"306. When supplies of opium labels are received from the Receiver- General the Surveyor will check and enter them in the approved stock book. The stock of such labels is to be taken monthly, and the stock account verified by the initials of the Surveyor, who is held responsible for their safe keeping, and who must' see that a sufficient supply is always kept on hand.”
3. A comparative return for the five years ended 31st December, 1911, is enclosed, showing the quantity, value, and duty received in each year during the quinquennium.
Records of opium imports are kept under the undernoted heads in the Customs Statistical Accounts, and the information in the enclosed return has been prepared in accordance with the information obtainable from the statistical ledgers. The headings are as follows:--
(a) Opium, including powdered opium for medicinal purposes. (b) Opium, extract of.
(c) Opium, tincture of.

THE importations into this Colony of opium and its compounds referred to in the Convention are very small. Such quantities as come in are classified as medicines and drugs, and no separate record of any of such items is kept. It is not possible, therefore, to supply any reliable statistical information, and it may be taken, as regards this Colony, that the trade is insignificant.

Governor's Office, Grenada, 8th July, 1912. IN continuation of my despatch, Grenada, No. 80, of the 21st ultimo,* I have the honour to report the trade returns show that no opium has been imported into Grenada during the last five years for trade purposes, there being no demand or sale for the drug.

As regards the other drugs mentioned, such as cocaine and morphine, these are only imported for medical purposes, and the trade classification in the import list does not admit of separate returns of quantities being furnished.

WITH reference to the Secretary of State's Circular despatch of the 18th of May, 1912, † I have the honour to report that there are no laws, proclamations, rules, or other statutory provisions in force in this Colony relative to the matters referred to in the International Opium Convention of 1912, and that the Treasurer, who is the Controller of Customs, reports in a minute, copy of which is enclosed, that the trade of this Colony in opium and its compounds is insignificant. No opium is produced in St. Lucia.

2. I think that it would be desirable to issue, in due course, an Order in Council under Section of the Customs Law, No. XXII. of 1899, prohibiting alto- gether the importation of raw opium and prepared opium, as defined by the Con- vention; and forbidding the importation of medicinal opium, cocaine, morphine, heroine, and their salts except for the legitimate medicinal use of doctors, veterinary surgeous, and chemists in the Island.
