I HAVE the honour to acknowledge the receipt of your despatch, No. 134, of the 22nd April,* in which you asked for information as to the countries which pro- hibit or restrict the importation of raw opium.

2. You will observe from the enclosed copy of a lettert from the Foreign Office that it will be difficult to obtain reliable information on this point. until Article 21 of the International Opium Convention comes into force; but the accom- panying volumes of the proceedings of the International Conference at the Haguet will doubtless provide you with some of the particulars which you require.

I HAVE the honour to acknowledge receipt of your circular despatch of the 16th ultimo,* on the subject of the Opium Convention, and, in compliance with the request contained therein, I transmit herewith a copy of Ordinance No. 6 of 1894,† which my Legal Assistant advises me is the only document in this Colony relative to the matters referred to in the Convention.

2. There is no opium trade in this Colony, nor are there any licensed druggists. The only opium imported, in very small quantities, is by the Government for medical purposes.

WEIHAIWEI.

THE COMMISSIONER to THE SECRETARY OF STATE. (Received July 12, 1912.)

Government House, Port Edward, Weihaiwei,

25th June, 1912. WITH reference to your circular despatch of 16th ultimo, I have the honour to transmit herewith a copy of the Ordinance prohibiting the import and sale of opium and any other hypnotic, and a table containing such statistical information as this Government is able to supply. 1909: it is therefore only possible to supply statistics for the years 1909-1912.

The licensing system was only introduced in 2. Arrangements will be made, as desired, for the regular transmission of statistics relating to each succeeding year.

SIR,

Government House, Singapore, 20th June, 1912. WITH reference to your despatch, No. 88, of 8th March, 1912. I have the honour to inform you that consents to the Convention being signed on behalf of their respective States have been received from the Rulers of Perak, Selangor, Pahang, Negri Sembilan, Johore, Kelantan, Kedah and Perlis.

2. I have seen the Sultan of Trengganu on the subject, and I anticipate no objection from him. The Officer Administering the Government of Sarawak in- formed me that he had no authority to sign on behalf of His Highness the Rajah, but now that the latter has returned to Sarawak I have written to ask for his consent, and will report the result in due course.

3. Paragraph 4 of your despatch under acknowledgment is receiving attention.
