Reports that the three Colonies of the Windward Islands agree to the Con- vention being signed on their behalf; legislation will be required in Grenada to give effect to the Convention, and the draft will be communicated to St. Lucia, and, if necessary, to St. Vincent.

Reports that there is no local trade in raw or prepared opium, but only in medicinal opium, morphine, cocaine, &c.; encloses copy of the only local enactment in any way relating to opium, and observes that the prepara- tion of statistics must await the decision as to legislation.

Transmits, in reply to No. 21, copy of No. 41, and encloses volumes contain- ing the minutes of the Opium Confer- ence, and documents which will no doubt provide some of the particulars be requires.

Transmits copy of the Ordinance pro- hibiting the sale of opium and any other hypnotic, and a table containing such statistical information as it is possible to supply; arrangements will be made for the regular transmission of statistics relating to each succeeding year.

Transmits copy of Ordinance 6 of 1894, which is the only law in force relating to matters dealt with in the Conven- tion states that there is no opium. trade in the Colony.

Reports that consents to the Convention being signed on their behalf have been received from the rulers of all the Native States, except Trengganu and Sarawak; he anticipates no objection from the former, and has written for the consent of the Rajah of Sarawak.
