but requires every whaler to be licensed personally, unless he is employed in a whaling vessel which has paid tonnage dues.

The value of the whale oil exported reached a maximum, in recent years, of £645 in 1908-9. It was £272 in 1909-10, £164 in 1910-11, and £228 in 1911-12. The industry is said to be a dying one, owing to the decline in the number of whales frequenting local waters.

III. SEYCHELLES.

Mahé was formerly a considerable centre for whaling, and the industry, which for some time has declined, now shows signs of revival through the enterprise of a Scottish-Norwegian Whaling Company. It is proposed to introduce legislation in Seychelles on the lines of the Falkland Islands Whaling Ordinance, No. 5 of 1912.

IV. ST. HELENA,

Negotiations are in progress with a view to the establishment of a whaling industry with a shore factory and three steam whalers. The islanders are much in need of the work which such an industry would afford.

St. Helena was formerly a resort of the sailing vessels from New Bedford which carried on the sperm whaling industry, but no whaling has been conducted near the Colony in recent years.
