MEMORANDUM ON THE QUESTION OF A POSSIBLE INTERNATIONAL AGREEMENT FOR THE LIMITATION OF THE NUMBER OF WHALING VESSELS.

In the British Isles there are about eleven licensed whaling steamers. In the Dominions there are about sixty, of which South Africa accounts for twenty-four. Both South Africa and Australia may be regarded as committed to allow this number to be increased. We do not know the proportion of these steamers which is owned by Norwegians, but it must be considerable. As regards the Colonies not possessing responsible government, there are in the Falkland Islands and their dependencies sixty-six licensed whaling steamers, of which twelve are British-owned, forty-seven Norwegian, four Argentine, and three Chilian. Three steamers will be licensed for St. Helena. There are also some whaling rights for the waters of uninhabited islands in the South Indian Ocean, but it appears that no whaling has actually been done there.

There are, accordingly, about one hundred and forty whaling steamers licensed in the British Empire, and of these more than one-half are known to be foreign-owned.

The foreign countries with the largest numbers of licensed vessels are the United States, Japan, and Portugal. The United States, with Alaska, has about fifteen steam and twenty-four sail. Japan has thirty steamers, the maximum under her municipal law. Portugal has at least twenty, mostly in Angola, and including a few British-owned vessels. Chili has at least five, Mexico about four, France three, in the French Congo, while two companies are being formed for German South-West Africa. Denmark has a few employed in Iceland and the Faroe Islands. If Norway has any employed in her home waters, the number is very small; but it will, of course, be borne in mind that she is the principal owner of steam whalers employed abroad. She possesses one hundred and sixty-nine in all.

It will be seen that the number of whaling vessels employed in foreign countries is at least seventy-seven steamers, besides twenty-four sailing vessels of some size.

As there are about one hundred and forty vessels employed in the British Empire. compared with about one hundred employed in foreign countries taken together, and as the British Empire is, after Norway, the largest owner of such vessels, His Majesty's Government will find some awkwardness in approaching the Powers with
