I HAVE to request that you will notify, formally, your acceptance of the following terms for the sales of the slides illustrating the lectures on South Africa prepared for the Visual Instruction Committee of this Office :-
(a) The necessary slides to be provided by you at your own cost and to be sold
by you at the prices set out in your letter of the 13th of November.*
(b) A royalty of 12 per cent, on the slides to be paid by you to the Crown
Agents for the Colonies on behalf of the Committee.
(c) An annual account of the sale of the slides to be rendered to the Crown Agents for the Colonies on behalf of the Committee on the 1st of October of each year.
(d) You are to be at liberty to make arrangements for allowing discount to
the trade.
2. Messrs. George Philip and Son will publish the book of lectures for the Committee, and it is understood that you will arrange to have copies of the book on sale.

MINUTES OF MEETING OF THE VISUAL INSTRUCTION COMMITTEE HELD AT THE COLONIAL OFFICE AT 3.30 P.M., ON WEDNESDAY, THE 3RD OF DECEMBER, 1913.

The correspondence was reviewed: Sir Charles Lucas referred to the additional sets of slides which had been provided by Lord Meath for hire, and Sir Cecil Clementi Smith proposed that a letter should be written to Lord Meath expressing the Committee's warm appreciation of his action. A letter from Messrs. Philip to Mr. Mackinder was read stating that the publishers had no objection to the use of material from the lectures on India in Mr. Mackinder's new book.
The Secretary was directed to inform Mr. A. H. Anderson that the Committee had nothing to add to the letter addressed to him on the 3rd of Septembert with regard to his proposals for the delivery of lectures to visitors from the Dominions. Letters from Miss A. E. Evans, of Caversham, were read relating to her proposal to invite a number of schools to co-operate in the use of the lectures, and the Com- mittee were informed that for this purpose Miss Evans had already arranged to hire, in turn, the slides of the lectures on Canada and Newfoundland. The Secretary was instructed to keep the letters, and to suggest that Miss Evans might call and discuss the matter.
A suggestion which had been made by Mr. Saxon Mills, that slides selected from several sets should be available for hire, was then considered, but it was agreed that such a course was impracticable.
The Committee were informed of the steps which had been taken to advertise the scheme. These included paragraphs sent to the press under Lord Meath's instructions, newspaper articles, a circular letter to education authorities, and a letter in the Education Supplement of "The Times.'
It was reported that the War Office had purchased the slides of the lectures on Australasia and on Canada and Newfoundland, and that the slides of twenty single lectures had been booked for hire.
The Committee were informed that the lectures on South Africa had been sent finally to Messrs. Philip, and that their publication might be expected in January. Five of the six lectures on the West Indies had been written by Mr. Aspinall, and one of them, on British Guiana and British Honduras, had been submitted to Sir Everard im Thurn, who, Sir Charles Lucas said, was satisfied with it. Those of the West Indian Governments which had not yet forwarded the photographs asked for had been reminded. Sir Charles Lucas said that the West Indian set, like those already prepared, should include coloured slides.
The Committee then considered the question of finances. It was reported that £100 would remain of the original fund after all claims in respect of the first four sets of lectures had been met, making, with the Rhodes Trustees' grant of £500, a total of £600 in the hands of the Committee. Charges amounting to about £200
had been incurred in connection with the South African lectures, and the West Indian lectures would cost a further £200, leaving an estimated balance of £200. Sir Charles Lucas pointed out that the preparation of the last set of lectures. on tropical Africa, would possibly absorb the estimated balance, and he would prefer to have a margin in reserve over the estimated expenditure. There would be some revenue from the sale of slides and a much smaller income from the books. In the meantime, despatches had been sent to tropical Africa asking for photographs. The Committee were of opinion that the work should proceed.
Mr. Keith suggested that in view of the financial position Messrs. George Philip and Son should be asked to accept a smaller guarantee than the £50 agreed upon in the case of the West Indian lectures. Sir Charles Lucas undertook to see the publishers on this point.
The question of an author for the new lectures was discussed, and Sir Charles Lucas suggested that the work might be entrusted to Mr. Sargent. The matter was left to the consideration of the Sub-Committee.
