EXTRACT.
Any moneys paid to the said Association (The Incorporated Liverpool School of Tropical Medicine) out of the residuary estate of the above-named testator shall form a fund to be called "The Sir Alfred Lewis Jones Bequest," and shall be applied at the discretion of the Committee of the said Association:

(1) As to part thereof (not exceeding £5,000), in defraying the cost of the erection of a new wing or ward at the Liverpool Royal Infirmary for the reception of persons suffering from tropical diseases, such wing or ward to be called "The Sir Alfred Lewis Jones Tropical Ward." As to part thereof, not exceeding £20,000, in the erection of new premises in Liverpool to be used for the furtherance of the study of tropical medicine and to be permanently associated with the name of the said testator.
(2) As to other part thereof (not exceeding £10,000), in defraying the cost of the erection and equipment of a laboratory at Sierra Leone, West Africa, to be called "The Sir Alfred Lewis Jones Tropical Labora- tory," and to be used for research study and instruction in connection with the origin, character, alleviation, prevention, and cure of tropical diseases, such laboratory to be vested in and under the control of the said Association.

December, it is open to the School to raise the question of a further grant from the fund should it be found in the course of the year that the benefits to be derived from Sir Alfred Jones's benefaction will not be realised. For this purpose it would be desirable that a further statement should be provided by the School about the end of April next with a view to its being considered by the Advisory Committee at their first ordinary meeting, which will be held in May or June. The statement by the School should show exactly to what extent the funds of the School are affected by the benefaction received from Sir Alfred Jones's estate, since Mr. Harcourt presumes that the receipt of the sums from that source must render available for the ordinary work of the School other sources of income.
3. With regard to the second ground urged in your letter in favour of an increase to the grant to the School, I am to explain that the assurance given by Sir Ronald Ross that the grant to the School was to be increased from £1,000 to £1,200 must have been given by him under a misapprehension. No discussion as to the allocation of the funds at the disposal of the Secretary of State took place until the meeting of the Advisory Committee of the 29th of November, and until that meeting was held it was impossible for any assurance as to the amount of the grant to be given. At that meeting Sir Ronald Ross, who was present, did not suggest that the dispatch of the expedition to Jamaica under Dr. Seidelin was contingent on the increase of the grant made from the fund, and he concurred in the fixing of the grant at £600, subject to the possibility of reconsideration in the manner indicated in the letter of the 18th of December.*
