1. The Minutes of the Meeting of the 12th April]] were approved with a verbal correction.
2. The reports of the London and Liverpool Schools of Tropical Medicine were received. Note was taken of the delay in the receipt of the reports from the London School. With regard to the statement of accounts in the Liverpool report, Sir Ronald Ross explained that since September last the Lecturer on Economic Entomo- logy and Parasitology had been given a Professorship, the post being endowed, and that, therefore, in future accounts the sum would be set down as being paid to the Assistant Lecturer in these subjects. He also explained that the grant for special work was not confined to work on trypanosomiasis, and he said that the designation would be altered in the next account. It was agreed that it was unnecessary to make any change in the account which had been rendered.
3. Sir Ronald Ross's report** as to the anti-malarial measures taken in certain British Colonies and Protectorates was considered. Sir Ronald Ross explained. with regard to the first of the suggestions which he had made in the report, that he was very anxious that the teaching of tropical sanitation should be encouraged, and that to this end the Secretary of State should approach the Schools of Tropical Medicine with the suggestion that they should institute special courses of instruc- tion, and that the Universities (those of Liverpool and Cambridge in particular) should be asked to give diplomas in tropical sanitation as distinct from tropical medicine. On this recommendation a discussion arose: Sir J. Rose Bradford was of opinion that great difficulty would arise both as regard the Universities and other bodies as to the grant of a separate diploma, and he suggested that it would be more feasible to secure the recognition of one diploma for tropical medicine and sanitation with two branches, the diploma to be awarded in respect of either branch. Sir Thomas Barlow was also of opinion that it would be very difficult to have two separate diplomas. Sir Ronald Ross pointed out that as matters stood it was im- possible for the Colonial Office to spare officers for a period of six months, which would be the minimum period within which instruction sufficient to enable an officer to obtain both diplomas could be given; and he laid stress on the fact that if no diploma were given it would be difficult to induce students to take the course. Mr. Read pointed out that this difficulty might be mitigated in part by requiring officers who were to be appointed to the sanitary departments which were to be instituted in certain Colonies to take a course of sanitation; but he laid stress upon the fact that the matter so intimately affected the questions which were dealt with by the Advisory Medical and Sanitary Committee for Tropical Africa that it would be desirable to refer Sir Ronald Ross's suggestions to that Committee for their con- sideration. This course was agreed to unanimously, and, on the suggestion of Mr. Read, a hearty vote of thanks was passed by the Committee to Sir Ronald Ross for his extremely valuable and elaborate memorandum.
