Government to support the Bureau was considered. Lord Cromer said that he was very disappointed with the attitude taken up by the Indian Government, especially as India should certainly be included if the Bureau was to be really an Imperial organisation. Various suggestions were put forward for pressing on the Indian Government the desirability of reconsidering their decision, viz., a deputation to the Secretary of State for India in Council, a further official letter pointing out that the Indian Government appeared to have misunderstood in some measure the objects of the scheme, and unofficial communication with the new Imperial Entomologist for India.
Alternatively, efforts to move the Indian Government might be relaxed and local institutions, such as Dehra Dun, approached.
Lord Cromer said that he did not think that at the present moment any official action would be effective, but, if fortified by an expression of the views of the scientific advisers to the Indian Government, he would be glad to make further representations to the Marquess of Crewe on the subject. Mr. Marshall was there- fore requested to place himself in communication with Mr. Bainbrigge Fletcher and to ascertain definitely what was the attitude of the expert advisers of the Indian Government towards the Bureau.
7. The Committee discussed what action should be taken to bring the Bureau into relation with the International Institute of Agriculture at Rome, with special reference to the forthcoming International Conmission to investigate the insect and fungoid diseases of plants. The whole question was referred to a Sub-Committee on which the following were requested to serve :-Dr. MacDougall, Sir D. Morris, Sir D. Prain, Dr. Shipley, Sir S. Stockman, and Mr. Theobald.
8. A proposal that Professor Maxwell H. Lefroy, F.Z.S., late Imperial Ento- mologist for India, should be invited to become a member of the Committee was unanimously approved.
9. The Committee agreed to a request made by Dr. Harmer that it should lend to the British Museum for the British exhibit at the Ghent Exhibition illustrations, maps, specimens, &c., showing the relation between insects and disease.

REPORT OF THE Chairman of the Finance Sub-COMMITTEE.
1. Meetings of the Finance Sub-Committee were held on the 23rd of October and the 6th of December last. The most important question discussed was that of providing temporary accommodation for Mr. North and his assistants in connexion with the publication of the journal of the new Imperial Bureau of Entomology. As the Natural History Museum could not provide accommodation, Mr. Marshall con- sulted the Colonial Office on the subject. There appeared to be only three possible courses to obtain rooms in the Imperial Institute, or at the Imperial College of Science and Technology, or in some private house near the Museum. As there was no room available at the Imperial Institute, and as no provision had been made for renting rooms in the estimate of the cost of the scheme for co-operation with the self-governing Dominions, the first and third courses appeared to be impracticable. At the suggestion of Mr. Read, Mr. Marshall sounded Sir Alfred Keogh and Pro- fessor Sedgwick at the Imperial College of Science and Technology, and be ascer- tained that they would be willing to place a room at the disposal of the Committee, provided that the Committee undertook to fit up and furnish the room as desired at their own expense.
2. The Sub-Committee were unanimous in the opinion that the Committee should not, even as a temporary arrangement, make use of any room or rooms in the College, as it is of the greatest importance that it should maintain its independence of other institutions. Moreover, I have tried to learn what view the Trustees of the British Museum would be likely to take of such arrangement, and although I cannot commit them in any way or pretend to be their mouthpiece, I believe that they would have been strongly opposed to it. As there was no doubt that funds would be available, the Sub-Committee authorised Mr. Marshall to secure suitable rooms near the Museum, in which Mr. North could carry on his work for the time being. Acting on these instructions. Mr. Marshall has leased two rooms at 27, Elvaston place, at a rental of £25 a quarter, and these rooms are now being fitted up.
3. A further matter which has engaged the attention of the Sub-Committee is the charge to be made for the official publication of the Bureau, which is to be

known as the "Review of Applied Entomology.” The following charges were fixed after careful consideration of the cost of production and distribution: ---

4. The question of Mr. Marshall's salary had to be raised and dealt with at short notice, owing to circumstances which would not admit of delay. The matter was taken up by your Lordship and, the formal approval of the Secretary of State for the Colonies having been obtained, Mr. Marshall's salary has been increased to £600 per annum from the 1st of January, 1913.
At the meeting of the Sub Committee held on the 6th of December, Mr. Read informed Mr. Marshall that he was glad that it was possible to make this offer to him, but that he was bound to add that, although the Colonial Office would do their best to secure the continuance of the salary, no absolute guarantee could, in the nature of things, be given. Mr. Marshall stated that, he was quite satisfied with these terus. I feel sure that the Committee will congratulate itself on being able 10 retain the services of Mr. Marshall, who has performed so indefatigably and so successfully the onerous duties which have devolved upon him, and will endorse the action which has been taken in anticipation of their approval.
D. Certain items of expenditure have been passed by the Sub-Committee, but these do not call for special remark. The most important was the allocation of about £230 from the funds of the Committee towards the expenses connected with Mr. Neuve's second visit to Nyasaland.
4. Although the matter has not actually been brought before this Sub-Com- mittee, I have been asked to make the following statement as to the financial support which has been promised for the new Bureau in response to the despatch addressed by the Secretary of State for the Colonies to the self governing Dominions:

All these contributions have been guaranteed for three years in the first instance. In addition to these contributions, the Imperial Treasury have granted £500 per annum for three years towards this scheme. The total sum, therefore, guaranteed up to date is £2,100 per annum,
The Secretary of State is now in communication with the Eastern Colonies," and it is expected that they will agree to contribute towards the Bureau as follows:-

The Sudan Government has been asked to contribute £50 per annum, and it is understood that your Lordship has had private correspondence with Lord Kitchener as to a contribution of £50 from the Egyptian Government, but so far no official intimation has been received from the, Foreign Office on the subject.
It is probable that Fiji will also wish to avail itself of the facilities afforded by the Bureau, and if so that Government will be asked to contribute; but no communi- cation has yet been received from the island.
