WITH reference to your despatch, No. 682, of the 3rd of October last,* regarding a Conference held at the Colonial Office on the 12th August last to discuss a proposed scheme for Imperial co-operation in preventing the spread and furthering the investi- gation of noxious insect pests, I have the honour to transmit herewith, for your information, copies of an approved minute of the Privy Council for Canada stating that my responsible advisers are of the opinion that it is advisable and in the interests of the Dominion to take part in the proposed scheme, and setting forth the action which they propose taking with this object in view.

I HAVE the honour to acknowledge the receipt of Major Burdon's despatch, No. 215, of the 12th ultimo,* reporting that the Legislature of Barbados had agreed to pay the sum of £25 annually to the funds of the Entomological Research Com- mittee as a contribution towards the expenses which the Committee will incur in connection with the extension of their work to the West Indies.

2. I observe that the Crown Agents have been instructed to pay the first con- tribution during the present year.

The Committee of the Privy Council have had before them a report, dated 8th November, 1912, from the Secretary of State for External Affairs, upon a despatch from the Right Honourable the Secretary of State for the Colonies (No. 682), dated 3rd October, 1912, respecting a Conference held at the Colonial Office on the 12th of August, 1912, to discuss the proposed scheme for Imperial co-operation in preventing the spread and furthering the investigation of noxious insect pests.

The Minister reports that the Minister of Agriculture, after a careful perusal of the draft of the Proceedings of the Conference, is of opinion that it is advisable

and in the interests of the Dominion to take part in the proposed scheme.

The Minister states that, with this object in view, Parliament will be asked at the approaching session to contribute the sum of £500 annually, to be granted for

a period of three years, as suggested in the correspondence.

The Minister also states that Doctor Arthur E. Shipley, F.R.S., Master of Christ's College, Cambridge, has been communicated with, with the view to his representing Canada's interests on the managing committee of the proposed bureau.

The Committee, on the recommendation of the Secretary of State for External Affairs, advise that Your Royal Highness may be pleased to transmit a copy hereof, if approved, to the Right Honourable the Secretary of State for the Colonies.

MINUTES OF THE TENTH MEETING OF THE FINANCE

COMMITTEE OF THE ENTOMOLOGICAL RESEARCH COMMITTEE, HELD AT THE COLONIAL OFFICE AT 2.15 P.M. ON FRIDAY, 6TH DECEMBER, 1912.

1. The Minutes of the 9th meeting of the Sub-Committee were approved. 2. The question of providing temporary accommodation for Mr. North and his 'publication staff was considered. Mr. Marshall stated that, when it became clear that the Natural History Museum could not provide accommodation for Mr. North, he had discussed the matter with Mr. Read. There appeared to be three possible courses to obtain rooms in the Imperial Institute or at the Imperial College of Science and Technology, or in some private house near the Museum. As there was no room available at the Imperial Institute, and as no provision had been made for renting rooms in the estimate of the cost of the scheme for co-operation with the self- governing Dominions, the first and third courses appeared to be impracticable. He had, therefore, sounded Sir Alfred Keogh and Professor Sedgwick at the Imperial College of Science and Technology, and he had ascertained that they would be willing to place a room at the disposal of the Committee, provided that the Committee under- took to fit up and furnish the room as desired at their own expense.

The Sub-Committee discussed the advisability of accepting temporarily the accommodation which the College would provide. There was a general consensus of opinion that the Committee should not, even as a temporary arrangement, make use of any room or rooms in the College. So far as possible, Dr. Shipley said, the Com- mittee should maintain its independence, and to introduce the College at this stage would be to invite difficulties. The Chairman informed the Sub-Committee that he had tried to ascertain what. view the Trustees of the British Museum would take of such an arrangement, and although he could not pretend to commit them in any way or to be their mouth-piece, he believed that they would strongly oppose any arrange- ments of the kind contemplated. He hoped, too, that without waiting for the time when the Museum premises would be added to, it might be possible for the Museum to find the additional accommodation required by the Committee, perhaps in some temporary structure. The importance of the Committee remaining independent of other institutions was further emphasised by Sir D. Prain, and for this reason among others he favoured the third course which Mr. Marshall had mentioned, viz., that the
