States, in reply to No. 1, that the matter; will be laid before the Concessions Committee and that in the meantime it has been referred to the India Office, War Office and Admiralty. States that the practice of the Indian Government in the case of concessions which it is desired to keep in the hands of British persons or companies is to provide in the agreement that the lessee shall not assign, underlet ur part with the premises without consent of the Government, and states that Lord Crewe would be glad to learn the result of any discussion to settle a standard clause.

Considers, in reply to No. 2, that so far i as leases of oil-bearing lands are con- cerned, Imperial interests would be sufficiently safeguarded by insisting on a preponderance of British control. States, in reply to No. 2, that such con- siderations rarely arise in connection with War Office contracts; and that each case is considered on its merits. Minutes of the discussion by the Con- cessions Committee of the standard clause requiring lessees to be British. Transmits despatch from the Govern- ment of India respecting the clause inserted in concessions by the Govern- ment of Burma providing for their British character and control.

Approves of the adoption of the standard form of clause set forth in No. 1 without alteration but observes that, where the clause is inserted, the question of the Gov- ernor's consent to alterations in the memorandum or Articles of Associa- tion should be specifically excluded from the operation of the arbitration clause.

Transmits copy of No. 8, and requests them to take the papers into con- sideration in any exceptional case to which the practice of the Government of India may be thought applicable. Conveys purport of No. 9
