Report of the Twenty-ninth Meeting, May 5, 1914.

THE Council considered despatches from the Governor of the East Africa Protectorate dated the 11th October, the 31st October, and the 15th December, 1913, relating to an encounter near Loiyangalani on the 3rd September, 1913, in which Lieutenant W. Lloyd Jones, 3rd Battalion, King's African Rifles, was severely wounded. Council recommended that an abbreviated version of the despatches should be published in the "Gazette," and that Lieutenant Lloyd Jones should be granted the Distinguished Service Order.

The Council further considered a despatch from the Governor of Uganda, dated the 20th February, 1914, summarising minor operations, 1910-1913, and recommending the grant of the Africa General Service Medal It was pointed out that at the 27th meeting the Council had already considered a recommendation from the Governor that the Africa General Service Medal should be granted for a section of these operations, viz., those against the Eiyerri and Gimorreh tribes. The Council had rejected the proposal to grant a medal, but had recommended that Captain W. I. Webb-Bowen, Middlesex Regiment, should be given a brevet-majority, and that three of the King's African Rifles should be granted the King's African Rifles Distinguished Conduct Medal. It was felt that these operations which were spread over more than three years were not of sufficient importance to justify the grant of the Africa General Service Medal. A suggestion that an abbreviated version of the despatch should be published in the 'Gazette," but no further reward granted, was considered but withdrawn. It was understood, however, that if the despatch were referred officially to the War Office by the Colonial Office, a note would be made of the services of the officers who were specially mentioned.
