Referring to my letter of 25th September.* I have met with depôt, Benares, well suited in every [? respect]; rent £175 for one year; initial outlay £400 will be required. Also house, rent £60, for one year; conditions of lease, both for three years' period, subsequently with the option of being renewed for one year up to seven years. WITH reference to paragraph 20 of your letter of the 4th of September last,* I am directed by Mr. Secretary Harcourt to transmit to you a copy of a despatch from the Governor of Trinidad in regard to the recommendation made by the recent Indian deputation to the Colony for a modification of the policy of rejecting return emigrants, and to inform you that, pending further instructions, no deviation should be made from the existing practice.

Doorly, Protector of Immigrants, and temporarily appointed as Assistant Emigration Agent in India, on the question of the recruitment in the Madras Presidency of coolie labourers for service under indenture in Jamaica.
2. I shall be glad to learn at an early date whether you concur in Mr. Doorly's recommendation.

Fiji requisitions 825 Madras emigrants, for whom recruitment should commence at once. Conran's services terminated 15 November. Desirable that steps should be taken to gazette Gibbes or Doorly Emigration Agents at Madras as soon as possible. Government of India state that, until Act amended, Emigration Agents can only be gazetted for a port. Till then Marsden's position up-country will be notified by executive instruction. Desirable that steps should be taken to gazette Gibbes Emigration Agent at Calcutta for all Colonies not later than 1st January, so as to coincide with your despatch 31st October,t paragraph No. 4.

WITH reference to the letter from this Department of the 22nd ultimo,§ I am directed by Mr. Secretary Harcourt to transmit to you, to be laid before the Marquess of Crewe, a copy of a despatch|| from the Governor of Trinidad in regard to the suggestion of the Indian Commissioners who recently visited the Colony that the Colonial Government should modify its policy of refusing "return" emigrants.
2. In view of the representations of the Colonial authorities, the Emigration Agents in India have been instructed to adhere to the existing practice, pending receipt and consideration of the formal report of the Indian Commissioners.
