the Federated Malay States, and Hong Kong makes a separate and additional grant of £100 a year to the London School of Tropical Medicine. In Ceylon there has been established a Bacteriological Institute, the Director of which receives a salary of £650 a year; in the Federated Malay States a Research Institute, with an adequate staff, has been established at Kuala Lumpur, and a permanent Director has been appointed at a salary of £800 a year. There are also Bacteriological Institutes in the Straits Settlements and Hong Kong by which valuable work has, as the reports of the Tropical Diseases Research Fund show, been done.

4. The Governments of the Gambia, Sierra Leone, the Gold Coast, Southern Nigeria, and Northern Nigeria have provided funds for the establishment and maintenance of a Central Research Institute at Lagos, involving a capital expen- diture of £3,000, while it is proposed to establish small local laboratories in each of the Colonies and Protectorates to enable the members of the medical staffs to carry out special pieces of research work.

5. In British Guiana a Bacteriological Laboratory has been established under the direction of an experienced Bacteriologist, and an assistant to the Director is just being appointed. There is also a Bacteriological Laboratory in Trinidad, which has recently been provided with equipment for research work, while in St. Lucia a small Bacteriological Laboratory has been established and a Bacteriologist has been appointed.

6. In these circumstances, I trust that the Legislative Council of Jamaica may be prepared to consider whether some contribution towards the Research Fund should not be made from the funds of the Colony.

In my circular despatch of the 25th of February‡ I transmitted to you copies of the report of the Advisory Committee for the Tropical Diseases Research Fund for the year 1909.

2. Through the instrumentality of this Fund, which was founded by Mr. Cham- berlain in the year 1904, much excellent work has been carried out and important light thrown upon tropical diseases. The Fund is supported by contributions partly from the Imperial Government and the Government of India, and partly from the Governments of the tropical Colonies and Protectorates, including among the West Indies the Governments of Trinidad, Grenada, St. Kitts-Nevis, Dominica, and St. Vincent.

3. In addition to the contributions made to this Fund, much other work has been done in the tropical Colonies and Protectorates in connection with the investiga- tion of tropical diseases. Each of the Colonies of Ceylon, the Straits Settlements,

MINUTES OF MEETING OF ADVISORY COMMITTEE FOR THE TROPICAL DISEASES RESEARCH FUND, HELD AT THE COLONIAL OFFICE ON THE 17TH OF MARCH, 1910, AT 4 P. M.

1. The Minutes of the meeting of the 4th February* were approved.

The Committee concurred with the Director of the Sleeping Sickness Bureau

in thinking that further investigation of the tsetse fly was essential.

Mr. Read explained that Dr. Bagshawe had been in communication with Colonel Alcock as to the selection of a suitable candidate to carry on investigation; that Colonel Alcock very strongly recommended Dr. Carpenter, who had studied under him and whom he considered in every way well qualified for the post. Committee agreed that they should accept this recommendation and that the name of Dr. Carpenter should be submitted to the Secretary of State for appointment. It was agreed that he should be given a commencing salary of £400 a year, with the usual travelling allowance; that his appointment should be for one tour of service in the first instance, and that on the expiration of his work he should be eligible for appointment to a permanent post either to the East African or West African Medical Service. Mr. Read stated that there would be no difficulty in arranging this, as vacancies in one or other of the services occurred from time to time. Read also said that Dr. Carpenter's desire that his service in this capacity should count for pension would be borne in mind.
