to each and every convict, without any regard to the amount of work performed, which should be the positive test, and only in cases of large forfeitures of marks for misconduct, has the mark system operated upon the convicts, and no record has been kept except in a small red book in the care of the warder in charge of the party. However on the 1st January the mark system will come fully into operation, by which each convict's remis- sion of sentence will be made to depend upon his good conduct and industry.

The following return will shew the amount of work performed in the quarries, and the value of the stone and rubble for the use of the Government :-

Farm and Provision Ground.

Farming, and the cultivating of vegetables have progressed favourably during the past year, the produce of the former may be estimated to have realized a sum of 603. 9s. 5d., by the sale of fresh beef, mutton, and milk to the Officers of the Department, including the supply to the prisoners, and Leper Establishment at Kaow Island, the latter requiring both milk and fresh meat daily. This I venture to think may be regarded as a favourable result of the introduction of farming operations at the Settlement; and a decided improvement upon the old system of sending fresh meat from town, at a considerable loss and inconvenience. It may here be stated that the sum of 377. 12s. 3d. has been expended in the purchase of cattle during the past year. The live stock on hand on the 31st December, 1873, was as follows:—

1 bull, 22 cows, 28 calves, 18 sheep, 20 goats, 11 fowls, 2 mules, 2 donkeys.

And from the cows, sheep, and goats, 3 or 4 are killed weekly.

A large quantity of paragrass has been brought from Kaow Island and planted in rear of the prison without the boundary fence, which in time will afford a good supply of grass so much needed for the young cattle, instead of grain and oil-cake,

The deaths among the cattle during the year have been as follows:-

8 oxen, 7 cows, 8 calves, 2 sheep, 7 goats, 17 kids.

I am unable to account for their loss, except that some of the animals sent up were so poor, that they could not recover, and the change of pasturage. The purchase of a few pigs will, I feel sure, prove advantageous to the interest of the farm, as a source of profit, inasmuch as their keep will cost little or nothing.

The provision ground has yielded a good return, the sweet potatoes, together with ordinary vegetables for prison use were all very good, the plantain crop justifies Captain Twyford's opinion, that the provision ground will give plantains in sufficient quantity to render any further supply from town unnecessary, the observation has been borne out, as the yield of plantains has been very good, but in sufficient quantities to meet all the demands; the crop of sweet potatoes has exceeded all expectations, and the amount realized for potatoes alone was 851. 2s. 44d., including the value of those for prison use. The total value of the vegetables produced in the prison grounds may be estimated at 1367. 14. 2d. It may be mentioned that large quantities of sweet potatoes were sent to town for the use of other institutions, as they could not be disposed of here, at the same time plantains were sent up for prison' use, which could only be obtained in town with considerable difficulty, and loss in transit, instead of using the potatoes in lieu of plantains, and leaving the prison produce to supply plantains for the use of the Hospital, Kaow Island, &c., by which arrangement a great saving would have been the result.

The prison farm and the provision ground absorb the labour of 15 convicts of a class unfit for the more laborious work in the quarry; there are at present 35 acres of pasture

land (very poor), 5 acres of plantains, 5 acres of sweet potatoes, 1 acre of yams and cassava, and acre comprising various kinds of vegetables.

The manner in which these and other works have been executed, has been favourably remarked upon by competent observers; it is contemplated to reclaim and enclose four acres more for the cultivation of plantains.

The following table marked B will serve to show the farm, and provision account, for the past year, the animals now on the farm, the profit and loss:-
