(No. 46. Barbados.) Sir,

The Earl of Kimberley to Governor Rawson, C.B.

Downing Street, August 29, 1873. I HAVE received your despatch No. 60 of the 9th of July* inclosing the Criminal Statistics of Barbados in duplicate, together with a Report thereon by the Attorney- General, together with a Report on Prison Discipline by Mr. Watts, but no return relating to prison discipline as required by my circular to which you refer.

2. I return the duplicate inclosure, and request that the return relating to prison discipline may be forwarded in its stead.

3. I agree in your observations respecting the punishment of flogging for breaches of prison discipline; and I am glad to learn that the striet enforcement of discipline by the Visiting Justice has had its effect and that the necessity for resorting to this punish- ment is not likely to continue.

4. I have to request that you will supply me with a return of the number of floggings inflicted for breach of prison discipline in the several prisons of the colony during each of the first six months of the present year.

Governor Rawson, C.B., to the Earl of Kimberley.—(Received October 24.)

(No. 84. Barbados.) My Lord,

Windward Islands, Barbados, September 25, 1873.

1 HAVE the honour to acknowledge your Lordship's despatch No. 46 of the 20th ultimo, pointing out that I had omitted to transmit the Return of Gaols and Prisoners with that of Criminal Statistics, in my despatch No. 60 of the 9th of July,

2. I hasten to supply the return in question, for the omission of which I am unable

to account.

3 As your Lordship is aware, the subject of the state of Prison Accommodation is under the consideration of a joint Committee of the two Chambers. They have already before them the report of the Chaplain of Prisons, attached to the return now sent, which I laid before the House of Assembly with your Lordship's despatch calling atten- tion to the condition of the Town Prison; and I have forwarded to the Chairman of the same Committee a copy of your Lordship's recent despatch on the same subject.

4. I will forward the return of the number of floggings inflicted for breach of prison discipline in the several prisons of the colony, required by your Lordship's despatch now under acknowledgment, as soon as I receive it.

I have, &c.
