Vacancy. The number of pupils for the first year is one short, 6.
Office work. The work performed in the school hall itself has comprised the subjects named in the Public Notice, No. 55, of 27th March, 1908, and as specified in Report No. 1, paragraph 5, and also given in detail in paragraph 2 of annual report, 1st July to 31st December, 1908.
In the office or indoor studies all possible care has been taken to give the pupils a thorough and efficient training in the use of office instruments, books, &c., and the general routine of office work. The preparation of plans from field notes and surveys has constituted an important branch of such training, and has been taught regularly and carefully to all the pupils under the heading "Plotting from Field Books." The use of the necessary office instruments has been well explained to and learnt by all the pupils so far as they have gone in their studies.
Outdoor Work-The field or outdoor section of the training of the pupils forms a very imperative adjunct by which, and which alone, they can acquire the practical knowledge so essential to the surveyor. In order to give the pupils as early as possible chance and opportunity of learning such practical application of the theo- retical principles inculcated, they have been by the Head of the Department allowed on two occasions to camp out in the interior, and to get experience which without such arrangement it would be impossible to obtain. The beneficial result of the bush training has been most marked in the whole of the pupils, both as concerns their work and also as testing their suitability to undergo the physical strain and endurance which are primarily the chief functions of surveying in the Colonies.
With the exception of one case (that of Mr. Craig already referred to) the health of the pupils has been excellent throughout, which has enabled them to do their work entirely to the satisfaction of the instructor and, it is hoped, of the Head of the Department also.
Annual Report referred to, in paragraph 2 (b) therein, enumerates the different items of work undertaken in the bush, and in the execution of which the pupils have had a thorough and most practical drilling.
Remarks. Generally speaking, the conduct of the pupils has been very good throughout the year, and their progress satisfactory; and with this fact before him as an assurance of the advancement of the school, the instructor hopes that his
*SIR,
Enclosure 2 in No. 33.
Survey Department, Lagos, West Africa, 1 July, 1909.
I HAVE the honour to transmit the following report on the Survey School for the year ended 30th June, 1909.
2. The school was opened on the 1st July, 1908, with four pupils who responded to the invitation issued under Government Notice, No. 55, of the 27th of March, 1908.
3. The liberal terms upon which Government is prepared to take these pupils ought to have brought many more candidates, but it was not until September that two more applied and were accepted. They were immediately attached to the school, and eventually worked up to the standard of the others. There are, there- fore, six candidates in the first year.
4. For the whole of the twelve months the school has been under the tuition of Mr. Barnes, native instructor, and to his credit be it said that he has, single- handed, carried out his duties in a very able manner.
5. I have lately, as Acting Director of Surveys, visited the school on many occasions, and have been much struck with the evident interest the pupils have in their work, and the capable way in which the instructor imparts his teaching.
6. The school was sent into the field for practical instruction from the 4th November to the 21st December, 1908, and 9th March to 11th May, 1909, and this seems to have been of considerable advantage, because from their answers, and the way they handle the simple instruments they are supposed to understand, the pupils show that they have an intelligent grasp of the theory of the instruments. It is much simpler and more satisfactory to teach the perfect use of an instrument by combining practice and theory.
7. The pupils were examined from the 21st to the 24th of this month, both in office work as well as field work, as represented under the published syllabus, which is as follows:-
