IMPERIAL DEPARTMENT OF AGRICULTURE FOR THE WEST INDIES

SIR,

to COLONIAL OFFICE.

(Received 14 January, 1911.)

Imperial Department of Agriculture for the West Indies,

Barbados, December 26, 1910. I HAVE the honour to inform you that in accordance with the proposals made in my letter, No. S. S. 1402 of May 2, 1910,* approval of which was signified in your reply, No. 14866/10; of June 6,* Mr. Ballou, during his recent visit to the United States, paid visits to various places where work of entomological interest is being carried on, and he has furnished me with reports embodying his observa- tions, copies of which I enclose for the information of the Secretary of State.

2. I am satisfied that a useful purpose has been served in making these visits, whereby much information has been gained and the entomological investigations of this Department have been stimulated.

3. In the report relative to the gypsy moth pest in Massachusetts, Mr. Ballou had an opportunity of seeing remedial measures carried out on a very large scale. He draws attention to the great importance attached to the introduction and employment of natural parasites of the pest in attempts to control it; he affords a useful insight into the manner in which Federal, State, and Municipal Authorities co-operate in carrying out preventive measures.

4. The visit paid to Washington was of great service, as it enabled Mr. Ballou to meet a number of entomological specialists and to exchange views with them. There is very gratifying evidence of willingness to co-operate and to exchange infor- mation with this Department, which is calculated to be extremely valuable in aiding us in carrying on our work in the West Indies.

5. Very special interest attaches to the observations which Mr. Ballou was able to make in connexion with the work being carried on in Florida to control the pests of citrus trees; for very similar problems are encountered in the West Indies, and a considerable amount of work along parallel lines is being carried out at the instance of this Department. The success attained in the employment of a parasitic fungus to control the white fly" is very encouraging. The parallel work in progress in the West Indies in the employment of parasitic fungi to control scale insects is already affording encouraging results.

6. It is very desirable that I should draw attention to the courteous and helpful manner in which Mr. Ballou was received by the various scientific officers of the Federal and State Governments with whom he came into contact and the interest which they evince in the work carried on by this Department. All this is of very great value and importance, and I trust that this may be brought to the notice of the Secretary of State. I may add that I am communicating the thanks of this Department to those who so kindly aided Mr. Ballou in his enquiries.
