2. I now enclose a copy of Sir Henry McCallum's reply, together with one of a further despatch which I have written to his successor.

You will observe that the Natal Government have proposed that, failing other means of securing uniform action on the part of the South African Colonies, the question of the latter adhering to the Convention should be discussed at any conference which may assemble for the consideration of matters of inter-colonial interest, and that the Transvaal Government have expressed their agreement with that proposal. I should now be glad to learn whether your Ministers also concur in the suggestion, and, furthermore, whether their legislative proposals referred to in their minute, No. 1/234, of April 11th, met with the approval of Parliament.

In reply, Ministers beg to state that owing to the pressure of Parliamentary business it was not found practicable to introduce the measure referred to in their minute, No. 1/134, dated the 11th April last, during the past session.
As the question of securing uniform action on the part of all the South African Colonies appears to them to present considerable difficulties, Ministers beg to signify their concurrence in the suggestion of His Excellency the Governor of Natal for the discussion of the whole matter at any conference which may assemble for the consideration of matters of inter-colonial interest.

I HAVE the honour to inform you that the Secretary of State has asked me to furnish him with a report in regard to a Convention signed in London on May 19th, 1900, for the preservation of wild animals, birds, and fish in Africa, in so far as that convention would affect the South African Colonies and Territories in the event of it being decided that they or any of them should adhere to the agreement.
2. It appears that before ratifying this Convention the Portuguese Govern- ment desire to be informed whether the provisions of the Convention have been extended to all the South African Possessions and Colonies contiguous to the zone defined in Article I.
3. If you will refer to Blue Book [Cd. 3189] (in which is also printed a copy of the Convention), you will find that on July 21st, 1900, the Secretary of State made inquiry of the Governors of Cape Colony and Natal whether the Govern- ments of those Colonies would be willing to adhere to the Convention, and that Sir A. Milner and Sir W. Hely-Hutchinson were both able to return to Mr. Cham- berlain an affirmative answer.
4. In view of the grant of self-government to the Orange River Colony it has now become desirable that similar inquiry should be made to ascertain whether your Ministers are prepared on the part of the Orange River Colony to adhere to the Convention.
