I AM directed by the Earl of Elgin to acknowledge the receipt of your letter of the 20th instant,* enclosing a copy of a despatch from His Majesty's Minister at Lisbon, relative to the ratification of the Convention for the preservation of wild animals in Africa.

I am to state, with reference to the last paragraph of Sir F. Villiers's despatch, that enquiry is being made of the High Commissioner for South Africa as to whether it is proposed that the question of the imposition of export duties under Article 2 of the Convention should be discussed at the Inter-Colonial Conference to be held at Pretoria next March.

I HAVE the honour to acknowledge the receipt of Sir Henry McCallum's despatch, No. 122, of May 23rd, and to inform you that the Transvaal Government, while expressing themselves as generally in sympathy with the objects of the Conven- tion for the preservation of wild animals, birds, and fish in Africa, concur with the suggestion made by your Ministers that the question is one which could with advantage be discussed at some conference of the South African Governments which may assemble in the near future for the consideration of matters of inter-colonial interest, inasmuch as they consider that uniform action should be taken in the matter throughout South Africa.

2. I enclose, for the information of your Government, a copy of a despatch received from the Governor of Cape Colony in reply to one No. 135: 12407.

I addressed to him on this subject, containing a similar inquiry to that I made of your predecessor.

I have not learned the fate of the measure which Cape Ministers proposed to introduce into their Legislature, but I am asking Sir Walter Hely-Hutchinson to inform me on this point.
