Government House, Hong Kong, April 18, 1907. WITH reference to your Lordship's circular despatch of the 26th of February* on the subject of the desirability of putting veterinary matters in certain of the Crown Colonies and Protectorates on a better footing, I have the honour to state that this Colony has already in its employment a well-qualified veterinary surgeon, who has a knowledge of serum therapeutics, besides two bacteriologists, who fre- quently assist in the investigation of diseases of animals.

2. In any future appointment, however, of a veterinary surgeon for Hong Kong, I recognise the desirability of securing an officer who has undergone the special post-graduate training indicated in paragraphs 8 and 9 of your Lordship's despatch under reference, and this desideratum will be placed on record.

3. I take this opportunity of forwarding, for the information of the Board of Agriculture, two recent reportst by the Government Bacteriologist and Colonial Veterinary Surgeon on certain diseases of animals.

4. I am given to understand that septicaemia in animals is now being investi- gated at the Jenner Institute and I shall be obliged if the results of those investi- gations can be communicated in due course to this Colony, together with any other information which the Board of Agriculture can furnish on the subject.

British Central Africa, April 5, 1907. I HAVE the honour to acknowledge the receipt of your Lordship's circular despatch of the 26th of February, 1907,* dealing with the subject of veterinary matters in certain of the Crown Colonies and Protectorates.

2. As your Lordship is aware, this Protectorate can scarcely be considered yet to come within the scope of the circular despatch under acknowledgment, and, therefore, I propose to take no further action with regard to its subject matter for the present.

3. This country is, of course, not without indigenous diseases which adversely affect the livestock of Europeans and natives, and it will be within your Lordship's recollection that the Chamber of Commerce in December, 1905,† applied to Govern- ment urging the necessity of the appointment of a veterinary officer and a Govern- ment Department to deal with animal diseases. It was agreed, however, that the present financial condition of the country scarcely justified the expenses which would necessarily be incurred, especially as those Europeans who had applied for aid in the matter did not presumably see their way to contribute to the necessary expenditure which the upkeep of such a department would involve.

4. The question will, however, arise without doubt in the future, but until such is the case, I do not propose, subject to your Lordship's approval, to take any further

action in the matter.

Government House, Lagos, April 29, 1907. In reply to Your Lordship's circular despatch of the 26th of February, 1907,* on the subject of the desirability of putting veterinary matters in certain of the Crown Colonies and Protectorates on a better footing, I have the honour to enclose copy of a minute by the Principal Medical Officer on the subject.

2. I understand that special researches are now being undertaken in Northern Nigeria into the diseases with which horses and cattle are afflicted in West Africa, and in view of the fact that it is impossible to obtain, even for fairly healthy Colonies, on first appointment, competent men as veterinary officers at a less salary than £350 to £400 a year, I suggest that all we should do at present in Southern Nigeria is to assist any medical officers who desire to go through a veterinary course to do so, but if the proposals made in my despatch, No. 190, of 13th June, 1906.
