5. In this connection I would ask you to draw Ministers' particular attention to the provisions of Section 10 of Article II. of the Convention, respecting the imposition of export duties.

Government House, Barbados, March 30, 1907. I HAVE the honour to acknowledge the receipt of Your Lordship's Circular despatch of the 26th ultimo,* requesting this Government to take into considera- tion certain suggestions that have been made by the Board of Agriculture and Fisheries for the improvement of veterinary arrangements in certain of the Crown Colonies and Protectorates, and enquiring whether, in the event of this Colony requiring a veterinary officer of the higher rank, it would be willing to ask for his selection from a list of suitable candidates who may have passed the examination which it is proposed to prescribe for them.
2. In reply, I have the honour to report that there is only one such officer in the service of this Government, Dr. R. A. Stoute, who holds an American diploma as D.V.S., and who, in addition to being allowed the privilege of private practice, receives as Inspector of Imported Animals, Inspector of Meat, and Police Veterinary Surgeon a salary of £357 a year. There is no prospect of any immediate vacancy occurring in these offices, but in the event of it becoming necessary to make an appointment to them Your Lordship's suggestions will be borne in mind.
3. A note has also been made of the offer contained in paragraph 17 of the despatch to consult the Board of Agriculture and Fisheries as to the best course to be taken for the discovery of the cause and the cure of the local animal diseases. I am not aware of the existence here of any such disease, but I have requested the General Board of Health to furnish a report upon the subject.

13. The road to Mbarara, the capital of Ankole, runs through a very thinly- inhabited country, and like all others over which I travelled had been placed in thoroughly good order. Though the land in Ankole cannot claim the fertility that is characteristic of the soil of Uganda, it has not the drawback of being covered with the dense growth of elephant grass which, though it indicates richness of soil, is such a nuisance in that country.
