Ministry of State, Madrid, February 12, 1907. In reply to the note of your Embassy of 1st/December last, in which Your Excellency, on behalf of your Government, expressed the desire to know whether the Government of His Catholic Majesty intends to ratify the agreement signed in London on the 19th of May, 1900, relative to the preservation of wild animals in Africa, I have to inform Your Excellency that this Government is ready to ratify that agreement in conformity with the wishes which, as Your Excellency states, the French Government has communicated to the Government of His Britannic Majesty, and in the manner and upon the terms laid down for that purpose in Article 8 of said agreement.

I AM directed by the Earl of Elgin to inform you, with reference to your letter of the 28th of July last, that his Lordship has now received a final report. by Captain A. G. Todd, Army Veterinary Corps, on his visit to the Gambia for the investigation of the disorders affecting cattle and horses in that Colony.
2. The Governor of the Gambia has reported that Captain Todd's visit has, without question, been of great service, and I am to request you to move the Army Council to inform Captain Todd of this report and to convey to him also the expression of Lord Elgin's appreciation of his services.
