I AM directed by the Earl of Elgin to transmit to you, to be laid before Secretary Sir E. Grey, six copies of a circular despatch* which has been sent to the Crown Colonies and Protectorates with a view to placing veterinary matters in those countries on a better basis.

2.

Lord Elgin would suggest, for Sir E. Grey's consideration, that the circular should be communicated to the Governments of Egypt, the Soudan, and Zanzibar, in case they might desire to participate in some or all of the proposed arrangements.

I HAVE the honour to inform you that it will be necessary in the course of my investigation to shoot any wild animals that are suspected by me of being carriers of blood diseases. I would therefore request that arrangements may be made for the issue to me of any licences under the laws of Northern Nigeria which may be necessary for this purpose; and that such licences may be granted free of charge.

Having been informed that there is a shortage of tents in the Protectorate, I have purchased one of rot-proof green cloth or canvas, 9 feet by 7 feet, at 129s. 6d. ; and as this item was not included in my outfit allowance I shall be glad to have the amount refunded.

the honour to inform you that the Society for the Preservation of the Fauna of the Empire have represented to me the desirability of raising the limit for immature ivory (11 lbs.) fixed by Section 7 (1) of the Uganda Game Ördinance.

2. In this connection I have the honour to transmit to you the accompanying copy of a letter from Colonel W. H. Brown* and a copy of a letter from Mr. Wilson, to whom the matter was referred when he was recently on leave of absence in this country.

3. The question appears to me to be one of considerable importance, and I request that you will farnish me with your views upon it.

your letter I AM directed by the Earl of Elgin to acknowledge the receipt of of the 8th of March, and, in reply, to inform you that the Acting High Commis- sioner of Northern Nigeria will be requested to make arrangements for the free issue to you of any licences which may be required under the Wild Animals, Birds. and Fish Preservation Proclamation of the Protectorate or the Firearms and Ammu- nition Proclamation, in order to enable you to shoot any wild animal which you may suspect of being a carrier of blood diseases.

2. With reference to the second paragraph of your letter, I am to state that

the Crown Agents for the Colonies have been instructed to refund to you the sum

of £6 9s. 6d. in respect of your purchase of a tent.

3. I am to add that you will commence to draw full salary, together with your honorarium at the same rate, from the date of embarkation.
