SIR,
Manchester, September 18, 1906. THE attention of this Association has been called to the serious losses in live stock owing to the tsetse fly, and more especially so in Southern and Northern Nigeria.
2. It is hardly necessary for me to point out the importance of this question in the future development of cotton-growing in West Africa, not only from a trans- port point of view, but also in the more important question of ploughing.
3. I should be, therefore, very grateful for any information which could be obtained as to investigations which have been made either in the British Empire or in the tropical possessions of other countries as to the best means of dealing with this pest, and also for the names of any publications which we could send out to our managers.

I AM directed by the Earl of Elgin to inform you, in reply to your letter of the 18th of September,* having reference to the destruction of five stock in Nigeria caused by the tsetse fly, that he has consulted Mr. S. Stockman, the Chief Veterinary Officer of the Board of Agriculture, and that Mr. Stockman has stated that he would be glad to have an opportunity of discussing the matter with the British Cotton
Growing Association, and explaining to them how the matter stands.
2. I am accordingly to suggest that a representative of the Association should arrange to call upon Mr. Stockman at 4, Whitehall Place one morning, in order to discuss the matter with him.

I AM directed by the Earl of Elgin to request you to inform the Board of Agriculture that it is proposed, subject to the concurrence of the Treasury, to make a veterinary survey of Northern Nigeria with a view to the prevention of the destruction of live stock in the Protectorate by disease, and I am to enquire whether the Board could place at His Lordship's disposal an officer of their Department who has expert knowledge of the subject for the purpose of making the survey.
2. If the Board should be able to do so, I am to enquire for what period they consider that the officer should be employed, and the rate of salary the Treasury. might be asked to sanction his receiving from Northern Nigeria funds while so employed.

3. For the post of Ranger I am of opinion that we should obtain the services of a retired officer, interested in sport or natural history, from, say, the Army Medical Corps. I should propose Mr. Percival as the Senior Assistant. I cannot recommend him for the charge of the Department. The two Assistants should be gentlemen of the same standing as officers selected for the general service of the Protectorate. I have placed the incidental expenses at £500; it is necessary that
