10 or 13 years ago there was a disease which killed off all their animals, and from the description of the malady there is no doubt it was "Rinderpest."
3. I doubt very much if there has ever been a case of "anthrax "; if so, it must have been years ago, for at present there are certainly no signs of any disease whatever.

No. 47. Your Lordship's telegram of 13th January.* Several cases of African Coast fever have occurred outside quarantine area. Immediate and energetic action necessary. It is proposed to fence in total area within three miles of Government Offices, Nairobi, establishing gateways and sheds on main thoroughfares with super- vision and guards. Amount of expenditure will be £2,000. Will you sanction expenditure from savings during present financial year? No other means of trans- port but oxen available. Despatch follows by mail.

Downing Street, April 4, 1906. I AM directed by the Earl of Elgin to transmit to you, to be laid before the Lords Commissioners of the Treasury, the accompanying copy of a telegram* which. has been received from the Commissioner of the East Africa Protectorate repre- senting the urgent necessity for immediate measures to prevent the spread of the disease of cattle known as African Coast fever, which has reappeared in the Pro-
tectorate.
2. Lord Elgin has been in communication with the Board of Agriculture on the subject, and it seems clear that the system of fencing, advocated by the Com- missioner, and the observation and treatment of infected animals, which is thereby rendered possible, afford the best prospect of checking and ultimately eradicating the disease.
3. Their Lordships will readily appreciate the serious consequences which must. necessarily ensue if prompt measures are not adopted, and Lord Elgin would be glad if they would sanction the expenditure of £2,000, out of the savings effected during the year 1906-7, on the measures indicated by the Commissioner in his telegram.

As requested by the Earl of Elgin in Mr. Antrobus's letter of the 4th instant (10851/1906), the Lords Commissioners of His Majesty's Treasury sanction the expenditure of a sum not exceeding £2,000, to be met out of the savings to be effected during the current financial year, upon measures to prevent the spread of the cattle disease known as African Coast fever, which has reappeared in the British East Africa Protectorate.
