St. Lucia, 30 July, 1909. REFERRING to your Lordship's despatch, Grenada, Miscellaneous, of the 3rd of June last,f approving Sir R. Williams's proposal that the Governments of St. Lucia and St. Vincent should be invited to join with Grenada an annual contribution of £100 to the Tropical Diseases Research Fund, I have the honour to report that the Executive Council of St. Lucia, by whom the matter has been con- sidered, have decided that In view of the fact that this Colony has recently undertaken, at comparatively large expense, the burden of providing for a bacteri- ologist and for a laboratory for research work, thev regretted that they did not feel justified in advising that this Government should make any contribution to the Fund at present."

2. I may mention that, exclusive of the salary of the bacteriologist recently appointed, the initial expenditure on the establishment and fitting of a laboratory during the current financial year will amount to about £140.

Government House, Antigua, 26th August, 1909, WITH reference to your Lordship's despatch, No. 65, of the 11th of March last,* on the subject of a regular subscription from the Leeward Islands Govern- ment to the "Tropical Diseases Research Fund," I have the honour to transmit copies of despatches by the Administrators of St. Kitts-Nevis and Dominica on the subject.

2. As I am shortly leaving the Colony, I have reserved for the decision of the Governor the question as to whether the Estimates of all the Presidencies should for the future make provision for a regular subscription. In my view such provi- sion should be made; and hitherto nothing has been done in the matter by the Presidencies of Antigua, Montserrat, and the Virgin Islands.

Excellency's despatches noted in the margin, I have the honour to inform Your Excellency that since the receipt of the Secretary of State's despatch, No. 121, of the 10th May, 1904, the Legislative Council of this Presidency has voted annually on the Estimates the sum of £25 as a contribution in aid of the investigation of tropical diseases, and this sum has been paid annually by the Crown Agents on behalf of St. Kitts-Nevis to the Tropical Medicine Fund.
