3. The map was accompanied by a large scale plan of the town of Ibadan and its environs, and arrangements are being made for this plan, as well as the map, to be reproduced.
4. With regard to paragraph 4 of Sir W. Egerton's despatch, I have not failed to consider his suggestion that an inspecting officer should be sent out to report
on the working of the Survey Department, and I hope shortly to be in a position to inform you what arrangements I propose for this purpose.
5. The question of the appointment of a senior surveyor at a salary of £400- £20-£500, which was deferred when was first raised owing to the uncertainty which then existed as to the future organization of the Survey Department, was considered before the receipt of Sir W. Egerton's later despatch, No. 758, of the 19th of November.* I was advised that there was no available candidate who could, without consulting the Governor, be made senior to Mr. Webb or Mr. Black, and I therefore proposed to select a surveyor on the same terms as those on which they were engaged, and to leave for decision in the Colony the question which of the three should be made senior surveyor.
6. I see, however, from the despatch referred to, that it had apparently been arranged that Mr. Cleminson should make enquiries with a view to the selection of a senior surveyor during his recent leave of absence in England, but that it was proposed, if his enquiries were unsuccessful, to promote Mr. Webb to the position. The latter arrangement would be in accordance with that which I had already contemplated, and I shall have no objection to Mr. Webb's promotion if it is recom- mended, but it will not now be possible for me to take any steps in regard to the selection of another surveyor until I know definitely what action, if any, Mr. Cleminson has taken, and I shall be glad if you will communicate with me on this point by telegraph.
