is a suitable one, and that it is especially necessary that the officer and his assistant should be employed upon the work uninterruptedly. The exact proportion of major to minor points, and the method of fixing the latter, should be left to Captain Ley, who will consult the Commissioner of Lands.

I have directed the Colonial Survey Committee to draw up genèral technical instructions for Captain Ley's guidance.

5. With reference to paragraph 9 of your despatch* I have authorised Captain Ley to purchase instruments up to a total of £120 in addition to those which are now in the Colony.

6. Captain Ley and Mr. Rimmer will be appointed from the date of embarka- tion for a period not exceeding three years, but during the journey to Fiji they will only receive half salary, according to the ordinary rule. I am advised that it is possible that the triangulation of Viti Levu may be completed in about two years, and that the estimate of £4,000 should not be exceeded.

7. Captain Ley should submit for transmission an annual report, which should reach this office not later than 1st June in each year.

I AM directed by the Earl of Crewe to request that you will inform the Army Council that it is proposed to carry out a rapid survey of the Kingdom of Uganda with a view to the preparation of a geographical map on a scale of 1/250,000.

For this purpose it is desired to obtain the services of two Lieutenants, two corporals, and four lance-corporals of the Royal Engineers for a period of two years, which, the Secretary of State advised, will suffice to complete the work.

The salaries provided for this service are as follows:-

Lieutenants, £526 per annum each; Corporals, 13s. 1d. per diem each; Lance-corporals, 11s. per diem each.

Free passages to and from the Protectorate would be provided, and the officers would receive half pay on board ship. The reductions in the pay of the non- commissioned officers would be fixed in accordance with the scale usual in the case of Boundary Commissions. An allowance of £30 for outfit would be made to each officer, and of £20 to each non-commissioned officer.

Lord Crewe will be glad if the Army Council will arrange for the selection of the officers and non-commissioned officers for this service. As the rates of pay

TECHNICAL INSTRUCTIONS regarding the execution of the triangulation of Viti Levu, issued to Captain C. H. Ley, Superintendent of the Trigonometrical Survey, September, 1908.

1. The island of Viti Levu is to be covered with a triangulation of which the sides should be from 10 to 20 miles long.

2.

Two bases are to be measured, a primary base and a check base. The bases should have a probable error not exceeding 1:50,000.

3. An initial latitude is to be observed with a probable error not exceeding 2". An initial azimuth is to be observed with a probable error not exceeding 3.5".

4. The mean triangular error of the main triangulation should not exceed 3". 5. The heights of the stations should be determined trigonometrically by means of reciprocal vertical angles.

6. The heights are to be based on mean sea-level, which should be determined. 7. Minor and intersected points are to be fixed, not fewer in number than the main points. Each intersected point is to be fixed by at least three rays.

8. Each trigonometrical station is to be marked in a permanent manner. Each station is to be carefully described, and arrangements are to be made for its preservation.

9. As far as can be done without delaying the triangulation, topographical sketches of the neighbourhood of the trigonometrical points should be carried out on a scale of 1 inch to 1 mile.

10. The complete network of main triangles will be too elaborate for simul- taneous reduction by least squares, but the base-line figure should be rigorously reduced, and a main chain throughout the length of the island should be reduced figure by figure, as also the connection with the base-line figure.

11. The positions of all the trigonometrical points are to be computed in rectangular co-ordinates (in feet). The initial meridian should be that passing through some trigonometrical point in the neighbourhood of the meridian 178° E. The origin should be taken just clear of the island to the south.

12. A diagram of the triangulation is to be drawn and kept up to date. A diary is to be kept of the progress of the work.

On the completion of the work a report is to be printed and published. The report should contain an account of the execution of the work, details of the measure- ments and observations, a list of the results, diagrams, and descriptions of stations.
