WITH reference to my despatch, No. 10, of the 4th of January,* with regard to the visit of Major Hills to Ceylon to report upon the working of the Survey Department there, I have the honour to inform you that I have received two reportst from Major Hills dated the 6th ultimo (one marked confidential), and that I propose to await the observations of the Ceylon Government upon them.
2. Steps are being taken to select three Assistant Superintendents of Surveys as Sir H. A. Blake requested in his telegram of the 5th ultimo.

ESTIMATE OF THE COST, for a period of four and a half months, of the measurement by the Uganda Anglo-Congolese Boundary Commission of that portion of the meridian 30° east of Greenwich which lies within the sphere of their operations.
The expense of the measurement is not expected to come into course of payment until after 31st March, 1908, the work of the Boundary being expected to occupy the members of the Commission up to that date.

Downing Street, July 11, 1907. In reply to your letter of the 19th of June,§ I am directed by the Earl of Elgin to transmit to you, to be laid before the Lords Commissioners of the Treasury, the accompanying detailed estimate of the additional expense involved in the triangu- lation by members of the British section of the Uganda-Congo Boundary Commission of that part of the arc of the meridian 30° east of Greenwich which lies within the region in which the Commission is working.
2. In order to keep the expenditure within the estimate of £2,000, it has been necessary to omit the provision for the retention of the services of the sapper of the Royal Engineers now employed on the Boundary Commission.
3. With regard to the date at which the work will be undertaken, I am to request that you will draw the attention of the Lords Commissioners to the third paragraph of the letter from this Department of the 13th of December last,|| in which it was pointed out that the work of the Commission would probably continue until the end of the present financial year. It must, therefore, be anticipated that almost the whole of the extra expense in connection with the additional geodetic work will fall upon the year 1908-9. The cost of the return passages of the two officers and the non-commissioned officer who will be detained for this work after the Boundary Commission is broken up will also fall on 1908-9 funds, but this item, which will amount to about £100, will not involve any extra expense, since the sum payable in respect of the Boundary Commission in 1907-8 will be, pro tanto, diminished.
4. The Lords Commissioners of the Treasury will observe from the estimate now enclosed that the portion of the expense of measurement which will come into course of payment in the current year is not expected to exceed £98 in all. With regard to their Lordships' question as to how this portion of the expense can be met, I am to state that an excess under the subhead "Boundary Commissions" of the Vote for Colonial Services for the Year 1907-8 must now be regarded as inevitable in consequence of the proposed despatch in August next of the Commission for the delimitation of the Anglo-German Boundary between Yola and the Cross River. As, however, the portion of the expense of measurement to be undertaken by members of the Uganda-Congo Boundary Commission which will fall upon the current year's vote will be small, the Lords Commissioners of the Treasury may consider it preferable to allow for that portion of the expense being met from possible savings under other subheads of the vote, and to limit the application which it will be necessary to make to Parliament in respect of the year 1908-9 apart from any balance of expenditure in connection with the Boundary Commission to the provision of the balance of the expense of measurement less the contribution of

The cost of "local transport" in the case of the Anglo- Congolese Boundary Com- mission was estimated at 85,448 for three officers and four non-commissioned officers for 12 months. For two officers, one non-com- missioned officer, and one skilled observer for 44 months the Estimate has been placed at £1,168.
NOTE-It will be seen (1) that the total extra expense which the measurement will entail may be expected to amount to not less than £2,000, and (2) that no portion of this extra expense is expected to fall on the Vote for Colonial Services for the year 1907-8 with the exception of the allowance to the skillod observer for outfit, the oost of his passage out and possibly one month's pay. The retention in Africa of two officers and one non-commissioned officer of Royal Engineers after the close of the year 1907-8, will, however, necessitate provision being made in the Estimates for 1908-9 for the cost of their passages to England, and of any balances of pay to which they may be entitled. No allowance has been made for this expenditure in the above Estimate, which is confined to the extra expense which will be entailed by the measurement.
Again, no allowante has been made in the Estimate for scientific equipment, with which the Commissioner is already provided. While the societies have offered the use of two Repsold theodolites. It is presumed that the doctor furnished by the Uganda Protectorate will be available for this service.
