SIR,

I AM directed by the Earl of Elgin to acknowledge the receipt of your letter of the 30th of July,* giving the date of departure for the British Central Africa Protectorate of the Blackwater Fever Expedition.

2. I am to suggest that you should communicate with the Chairman of the Shire Highlands Railway Company, 139, Cannon Street, London, E.C., with refer- ence to the grant of free passes for the members of the expedition over that part of the Port Herald-Blantyre Railway which is now being used for traffic.

3. The Officer Administering the Government of the British Central Africa Protectorate has already been asked to arrange for the grant of special shooting licences to the members of the expedition, and I am to invite reference in this connection to the letter from this Department of the 20th of March last.†

4. I am to add that the Secretary of State has no doubt that the medical authorities at Blantyre will give such facilities as they can at the hospital there for experimental work.

Hong Kong, and Mauritius, as well as in the East Africa Protectorate, and Lord Elgin is strongly of opinion that in view of the fact that the British West Africa possessions are more afflicted by tropical disease than any of the colonies mentioned above, it is desirable that such a laboratory should be established in West Africa.

4. He has accordingly proposed to the various Governments concerned, with the exception of Northern Nigeria, in a despatch* a copy of which is enclosed that each Government should make a fixed annual contribution towards the maintenance of the institute, as well as a contribution towards the initial expenses incurred in providing buildings for the purpose.

5. The West African Governments have all agreed to participate in the scheme, and Lord Elgin would, therefore, be glad to know that their Lordships are prepared to approve of the grant of a contribution from Northern Nigeria of £166 fowards the cost of building and of £200 annually towards the maintenance of the institute; should their Lordships concur Lord Elgin proposes to instruct the High Commis- sioner to make the necessary provision in the estimates of Northern Nigeria for the year 1908-9.

I HAVE the honour to acknowledge the receipt of your telegram of the 17th of July, regarding the establishment of a research institute at Lagos.

2. I am of opinion that as the other Governments concerned have agreed to provide funds for the building and maintenance of the institute, it is desirable that Sierra Leone, which will benefit equally by the scheme, should also contribute.

3. I have accordingly to request that the necessary provision may be made in the Estimates for 1908.

Downing Street, August 8, 1907. I am directed by the Earl of Elgin to transmit to you, to be laid before the Lords Commissioners of His Majesty's Treasury, the accompanying printed copy of a despatch from the Acting Governor of Southern Nigeria, dated the 13th of June, 1906. suggesting that a medical research institute for all the British Administra- tions in West Africa should be established at Lagos.

2. Lord Elgin has consulted the Advisory Board of the Tropical Diseases Research Fund in the matter, and he is advised that such local laboratories are of great value and importance.

3. Similar laboratories have been established wherever possible by the Govern- ment of India and in many of the Eastern colonies, such as the Straits Settlements.,

Treasury Chambers, August 21, 1907. In reply to Mr. Just's letter of the 8th instant (25469/1907), the Lords Commissioners of His Majesty's Treasury direct me to request you to convey to Secretary the Earl of Elgin their approval of the grant from the revenues of Northern Nigeria-

(1) Of capital sum of £166 towards the cost of 'building a research laboratory at Lagos for the investigation of tropical diseases; and

also

(2) Of an annual contribution of £200 thereto from the same source.
