work of the Scientific and Technical Department of the Imperial Institute, I am directed by the Lords Commissioners of His Majesty's Treasury to request you to inform the Secretary of State that, under the circumstances represented, they are not indisposed to increase the offer made in my letter of the 25th June last; and they will be prepared to contribute one-half of any sum which may be raised by the Colonies for the purposes in question, up to a maximum of £1,500, for a period not exceeding three or five years as may hereafter be decided on.

But my Lords can only make this offer on the understanding that it will be confined to meeting contributions from Colonies and Protectorates which are not in receipt of a grant-in-aid from the votes of Parliament. The Secretary of State will not fail to observe that, in the absence of such a condition, the Imperial con- tribution would, in some cases, be paid twice over once in the form of a direct grant and again in the form of a net addition to the grant-in-aid of the Colony or Protectorate.

I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter, No. 24163, of 17th August, and to request, with refer- ence to paragraph 4 of the Circular despatch‡ enclosed therewith, that, if the Earl of Elgin has no objection, Mr. Secretary Morley may be furnished with a copy of any correspondence that has taken place in continuation of the Treasury letter of 25th June, 1906,* a copy of which was handed in by Mr. Antrobus, on 28th June last, to the India Office Committee appointed to enquire into the administration of the Indian Section of the Imperial Institute.

The Palace, Valletta, August 24, 1906. I HAVE the honour to acknowledge the receipt of your Lordship's circular despatch of the 31st ultimo,* on the subject of the financial support to be given to the Imperial Institute by the various British Colonies and Protectorates.

2. With regard to the contribution which, in your Lordship's opinion, should be offered by this Colony, I desire to submit that the circumstances of Malta are somewhat different from those of other Crown Colonies and Protectorates. The area of these islands is very small, and every foot of land which is capable of producing anything has been brought under cultivation, while the products are comparatively few and well known. They have absolutely no undeveloped resources, and the advan- tages which they would derive from the Scientific and Technical Branch of the Imperial Institute would not, in my opinion, be commensurate with the amount of contribution which the Colony is invited to pay.

3. Under these circumstances, I venture to suggest that Malta might be classed with Bermuda, the Windward Islands, the Seychelles, and other Colonics, whose contribution it is not proposed to increase at present, in which case there would be no objection on the part of this Government to raising the rate, which is at present paid on the basis of the space occupied by the Malta Court, from £7 12s. Ed. to £10 per annum.
